"content": "\u003cp>SAN FRANCISCO (Bay City News) Domestic violence victim advocates in San Francisco will \u003ca href=\"http://www.lacasa.org/our-voice/2012/02/billboard-funded-help-us-raise-a-second-message/\">unveil a billboard\u003c/a> in the city's South of Market neighborhood this afternoon that they say is a reaction to a domestic violence case against Sheriff Ross Mirkarimi.\u003c/p>\n\u003cp>La Casa de las Madres, which runs a San Francisco shelter for domestic violence victims, will unveil the billboard on Harrison Street between Ninth and 10th streets at 3 p.m. today.\u003c/p>\n\u003cp>The billboard will be up for two weeks. The group says it was inspired by a comment made by Mirkarimi, who is accused of grabbing and bruising the arm of his wife, Eliana Lopez, during a Dec. 31 argument.\u003c/p>\n\u003cp>The billboard will read, \"Domestic Violence is NEVER a private matter. If you need help, call (877) 503-1850.\" \u003c/p>\n\u003cp>The message is a reference to a statement Mirkarimi made the day of his swearing-in as sheriff on Jan. 8, when he called the case \"a private matter, a family matter.\"\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Mirkarimi was arrested and charged five days later with misdemeanor domestic violence battery, child endangerment and dissuading a witness. The case is set to go to trial Feb. 24.\u003c/p>\n\u003cp>After raising $4,000 for the billboard, La Casa de las Madres is now trying to raise an additional $2,500 in the next two weeks to put up a second billboard with a similar message in Spanish.\u003c/p>\n\u003cp>As of today, the nonprofit had raised roughly half of that amount.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>More information about the campaign can be found on the organization's \u003ca href=\"http://www.lacasa.org\">website\u003c/a>.\u003c/p>\n\n",

"content": "\u003cdiv class=\"post-body\">\u003cp>\u003cp>SAN FRANCISCO (Bay City News) Domestic violence victim advocates in San Francisco will \u003ca href=\"http://www.lacasa.org/our-voice/2012/02/billboard-funded-help-us-raise-a-second-message/\">unveil a billboard\u003c/a> in the city's South of Market neighborhood this afternoon that they say is a reaction to a domestic violence case against Sheriff Ross Mirkarimi.\u003c/p>\n\u003cp>La Casa de las Madres, which runs a San Francisco shelter for domestic violence victims, will unveil the billboard on Harrison Street between Ninth and 10th streets at 3 p.m. today.\u003c/p>\n\u003cp>The billboard will be up for two weeks. The group says it was inspired by a comment made by Mirkarimi, who is accused of grabbing and bruising the arm of his wife, Eliana Lopez, during a Dec. 31 argument.\u003c/p>\n\u003cp>The billboard will read, \"Domestic Violence is NEVER a private matter. If you need help, call (877) 503-1850.\" \u003c/p>\n\u003cp>The message is a reference to a statement Mirkarimi made the day of his swearing-in as sheriff on Jan. 8, when he called the case \"a private matter, a family matter.\"\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

A part of the Names Project Foundation, each quilt, made by loved ones of the deceased, is twelve-by-twelve feet and constructed of three-by-six feet panels — sized to reflect the length and width of a grave.\u003c/p>\n\u003cfigure id=\"attachment_56419\" class=\"wp-caption alignright\" style=\"max-width: 330px\">\u003ca href=\"http://www.aidsquilt.org/\">\u003cimg loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-56419\" title=\"AIDSquiltSM\" src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2012/02/AIDSquiltSM1.jpg\" alt=\"\" width=\"330\" height=\"157\">\u003c/a>\u003cfigcaption class=\"wp-caption-text\">Photo: The Names Project, AIDS Memorial Quilt\u003c/figcaption>\u003c/figure>\n\u003cp>Kelly Rivera Hart, a volunteer with the project, said it aims to put a name and a history to the victims of AIDS, driving home the reality of the epidemic.\u003c/p>\n\u003cp>“There’s a thinking to this day that AIDS is only a gay disease, or it’s only for people in Africa or Russia or India, and that’s not true,” Rivera said. “It’s a virus that is transmitted through blood or through body liquids, no matter who you are.”\u003c/p>\n\u003cp>San Francisco LGBT groups that contributed to the quilt include the San Francisco Gay Men’s Chorus, the Sisters of Perpetual Indulgence, and the San Francisco Gay Softball League.\u003c/p>\n\u003cp>The Sisters of Perpetual Indulgence designed a giant sun, with the names of past sisters written on the rays, some intentionally left blank in recognition of the virus’ continued effect on the community.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Gert McMullin, one of the original volunteers and quilt-sewers, said the project has always been about activism as much as it is about memorial.\u003c/p>\n\u003cp>“At first we were making the panels so that we could lay our dead down in front of the White House, so that they would do something about it,” McMullin said.\u003c/p>\n\u003cp>McMullin has personally contributed a panel in remembrance of her close friend, Joey. A letter addressed to him and read at his memorial fills the black fabric, a picture of him placed in a corner. A letter addressed to him and read at his memorial fills the black fabric, a picture of him placed in a corner. "content": "\u003cp>(Bay City News) Two dueling ballot measures to change San Francisco's election system will go in front of the city's Board of Supervisors on Tuesday.\u003c/p>\n\u003cp>San Francisco's current ranked-choice voting system allows voters to rank up to three candidates for each elected office, and those with the lowest vote totals are eliminated and their second- and third-place votes are reassigned until someone has a majority of the votes.\u003c/p>\n\u003caside class=\"pullquote alignleft\">\n\u003cp>The proposal to scuttle the current system, sponsored by Supervisors Sean Elsbernd and Mark Farrell, would set up in its place a non-partisan primary in September of a given election year.\u003c/p>\n\u003c/aside>\n\u003cp>But the two charter amendments being considered by the board to put on the June ballot are proposing to either overhaul the current system or make small tweaks and keep ranked-choice voting in the city.\u003c/p>\n\u003cp>The proposal to scuttle the current system, sponsored by Supervisors Sean Elsbernd and Mark Farrell, would set up in its place a non-partisan primary in September of a given election year.\u003c/p>\n\u003cp>If no candidate received 65 percent of the vote for a given office, a run-off would be held in November between the top two candidates, according to the proposal.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>The measure is necessary, according to Farrell, who said when the measure was considered by the board's rules committee on Jan. 26 that the current system is too confusing for voters, particularly those in poorer parts of the city. \u003c!--more-->\u003c/p>\n\u003cp>A second charter amendment, sponsored by Supervisors John Avalos and David Campos, would keep the ranked-choice voting system in place, while consolidating the city's odd-year elections into a single year.\u003c/p>\n\u003cp>Currently, the city attorney and city treasurer are elected two years apart from the mayor, district attorney and sheriff, but they would all be on the same ballot starting in 2015, according to the proposal.\u003c/p>\n\u003cp>The proposal would also require the city's Department of Elections to do more outreach to educate voters about the ranked-choice system and call on the Department of Elections to purchase a voting system that allows for more than three candidates to be ranked.\u003c/p>\n\u003cp>Campos said at the same committee hearing last month that \"a better approach is not to eliminate (ranked-choice voting), but simply to make a good system better.\"\u003c/p>\n\u003cp>Mayor Ed Lee, who topped a field of 16 candidates in last November's mayoral election, said today he was in favor of reforming the system but would not say whether he supported one charter amendment or the other.\u003c/p>\n\u003cp>Lee said the system, along with the large number of candidates led to a lot of confusion.\u003c/p>\n\u003cp>\"Even though I won, I still say more people could have been less confused about it,\" he said.\u003c/p>\n\u003cp>Avalos' measure would save the city an estimated $1 million per year while the ballot measure to get rid of the ranked-choice voting system would cost the city an additional $2.6 million annually, according to the city controller's office.\u003c/p>\n\u003cp>But Lee said a more expensive option might be \"worth the money\" if it is simpler for voters.\u003c/p>\n\u003cp>\"People exercise this valuable right, they should not enter into any level of confusion,\" he said.\u003c/p>\n\u003cp>Both charter amendments need the approval of a majority of supervisors to get on the June ballot. If both measures make it on the ballot and are approved by voters, the measure with the higher number of votes would take effect.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Supervisors will consider the two charter amendments at their regularly scheduled meeting at 2 p.m. Tuesday in board chambers at City Hall.\u003c/p>\n\n",

"content": "\u003cdiv class=\"post-body\">\u003cp>\u003c/p>\n\u003cp>The measure is necessary, according to Farrell, who said when the measure was considered by the board's rules committee on Jan. 26 that the current system is too confusing for voters, particularly those in poorer parts of the city. \u003c!--more-->\u003c/p>\n\u003cp>A second charter amendment, sponsored by Supervisors John Avalos and David Campos, would keep the ranked-choice voting system in place, while consolidating the city's odd-year elections into a single year.\u003c/p>\n\u003cp>Currently, the city attorney and city treasurer are elected two years apart from the mayor, district attorney and sheriff, but they would all be on the same ballot starting in 2015, according to the proposal.\u003c/p>\n\u003cp>The proposal would also require the city's Department of Elections to do more outreach to educate voters about the ranked-choice system and call on the Department of Elections to purchase a voting system that allows for more than three candidates to be ranked.\u003c/p>\n\u003cp>Campos said at the same committee hearing last month that \"a better approach is not to eliminate (ranked-choice voting), but simply to make a good system better.\"\u003c/p>\n\u003cp>Mayor Ed Lee, who topped a field of 16 candidates in last November's mayoral election, said today he was in favor of reforming the system but would not say whether he supported one charter amendment or the other.\u003c/p>\n\u003cp>Lee said the system, along with the large number of candidates led to a lot of confusion.\u003c/p>\n\u003cp>\"Even though I won, I still say more people could have been less confused about it,\" he said.\u003c/p>\n\u003cp>Avalos' measure would save the city an estimated $1 million per year while the ballot measure to get rid of the ranked-choice voting system would cost the city an additional $2.6 million annually, according to the city controller's office.\u003c/p>\n\u003cp>But Lee said a more expensive option might be \"worth the money\" if it is simpler for voters.\u003c/p>\n\u003cp>\"People exercise this valuable right, they should not enter into any level of confusion,\" he said.\u003c/p>\n\u003cp>Both charter amendments need the approval of a majority of supervisors to get on the June ballot. If both measures make it on the ballot and are approved by voters, the measure with the higher number of votes would take effect.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Supervisors will consider the two charter amendments at their regularly scheduled meeting at 2 p.m. Tuesday in board chambers at City Hall.\u003c/p>\n\n\u003c/div>\u003c/p>",

Niederauer\u003c/a> waded into the growing dispute between the Obama administration and U.S. Catholic leaders over a new federal rule on health insurance coverage. The rule requires institutions like hospitals and universities that are religiously affiliated to provide coverage for contraception, just as non-religious employers are required to do. \u003c/p>\n\u003cp>The archbishop wrote a \u003ca href=\"http://www.sfarchdiocese.org/media/media-releases/2-6-12%20ABN%20Letter%20re%20dhhs%20with%20contacts.pdf\">letter\u003c/a> (pdf) to be distributed at Mass this weekend, asking all parishioners to write the White House or congressional representatives to change the policy.\u003c/p>\n\u003cp>From the letter:\u003c/p>\n\u003cblockquote>\u003cp>For the first time in federal law, the government has determined that religious institutions such as Catholic hospitals, Catholic Charities and Catholic Relief Services are not truly religious employers because they do not have as their primary purpose “the inculcation of religious values” and do not primarily limit their services to those of their own faith.\u003c/p>\n\u003cp>In other words, the religious activities of our Catholic hospitals, our social services to the poor, and our outreach to the hurting and the marginalized in our society are not truly religious activities protected by the first amendment because they enshrine the Catholic belief -- shared by virtually every religious community in the United States -- that religious communities are called to reach out to feed the poor, shelter the homeless, and heal the sick precisely as a religious activity.\u003c/p>\n\u003cp>The implications of this insidious new legal and policy principle, if allowed to stand, are chilling. Once it is accepted that religious institutions that serve the poor, the sick and the elderly do not enjoy the full protections of religious liberty, future administrations could compel religious hospitals and service organization to pay for insurance and other policies that mandate abortion or euthanasia. In addition, such a principle would likely create crises of conscience for religious institutions of virtually every faith, so that over time they would be forced out of the mainstream of the social fabric.\u003c/p>\n\u003cp>We cannot – we will not – accept this unjust redrafting of the principle of religious liberty which our Founders so rightly saw as an inalienable gift of God. People of faith cannot be made second class citizens. And faith based service to those in need in our society cannot be classified as non-religious by our national government. We are already joined by our brothers and sisters of many other faiths as well as others of good will in this important effort to regain our religious freedom. Indeed, many journalists across the political spectrum, both supporters and opponents of the present administration, have called for a reversal of this policy.\u003c/p>\u003c/blockquote>\n\u003cp>\u003c!--more-->\u003c/p>\n\u003cp>On Tuesday, KQED's Stephanie Martin interviewed Niederauer about the dispute. Here's an edited transcript:\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>\u003cstrong>What's the main message you want to convey with your letter?\u003c/strong>\u003c/p>\n\u003cp>This is not about birth control, it's about religious freedom. The federal government is telling Catholics through this regulation that our outreach to the poor and the sick through our Catholic hospitals and social services are not expressions of our faith, because we serve and hire non-Catholics as well as Catholics. If we served and hired only Catholics, which we don't want to do, then it wouldn't matter. \u003c/p>\n\u003cp>For us, it goes back to Jesus Christ, who has told us to help those in need and hasn't specified what religion they belong to. \u003c/p>\n\u003cp>We believe that the definition of religious freedom is such that we have the freedom to be true to our religious beliefs as we offer these services to everyone. \u003c/p>\n\u003cp>\u003cstrong>What are you hoping parishioners will do once they've read your message?\u003c/strong>\u003c/p>\n\u003cp>I'm hoping they will communicate with the White House and their congressional representative, because this is a federal issue. \u003c/p>\n\u003cp>\u003cstrong>California has a similar law in place, doesn't it? \u003c/strong>\u003c/p>\n\u003cp>Twenty-eight states including California do. These states have found ways to let the church follow its tenets and still provide what is satisfactory health coverage according to the law.\u003c/p>\n\u003cp>What bothers us quite a bit is that there were easy ways to get around this problem, but they decided to make the confrontation.\u003c/p>\n\u003cp>\u003cstrong>What would this mean for Catholics in California if the regulation stands?\u003c/strong>\u003c/p>\n\u003cp>We don't think this is the last step in this. For many years now there have been people agitating and writing on the issue of Catholic hospitals, saying in so many words that if a Catholic hospital doesn't provide abortion, then it ought to shut down or sell to a hospital that will. They don’t' say \"abortion,\" they say \"full range of reproductive services.\" \u003c/p>\n\u003cp>We're concerned that this is one of the first steps taken toward that goal. It's all about whether you can run a hospital according to your own religious beliefs, or can the state dictate to you exactly what you need to do.\u003c/p>\n\u003cp>It's not always going to be about insurance or birth control; it could in the future be about euthanasia or assisted suicide. Why don’t' you offer it in your hospital? If you don't then why are you open? \u003c/p>\n\u003cp>\u003cstrong>Are other area church leaders involved in this initiative?\u003c/strong>\u003c/p>\n\u003cp>Probably by the end of this month practically every bishop in California will be involved. If you have a Catholic hospital in your diocese, then you're alarmed as to what this will lead to. \u003c/p>\n\n\u003cp>The mobilization of parishioners on this issue may be tough, however, according to a \u003ca href=\"http://publicreligion.org/research/2012/02/january-tracking-poll-2012/\">national poll by the Public Religion Research Institute\u003c/a>. Some of the findings:\u003c/p>\n\u003cblockquote>\n\u003cul>\n\u003cli>Roughly 6-in-10 Catholics (58%) believe that employers should be required to provide their employees with health care plans that cover contraception.\n\u003c/li>\u003cli>Among Catholic voters, support for this requirement is slightly lower at 52%.\n\u003c/li>\u003c/ul>\n\u003c/blockquote>\n\u003cp>Stephanie Martin talked to Robert Jones of the Public Religion Research Institute about the poll. He added this: \u003c/p>\n\u003cblockquote>\n\u003cp>Catholics support the fact that churches are exempt, but not when it comes to colleges and hospitals. They make a distinction. The federal government is telling Catholics through this regulation that our outreach to the poor and the sick through our Catholic hospitals and social services are not expressions of our faith, because we serve and hire non-Catholics as well as Catholics. If we served and hired only Catholics, which we don't want to do, then it wouldn't matter. \u003c/p>\n\u003cp>For us, it goes back to Jesus Christ, who has told us to help those in need and hasn't specified what religion they belong to. \u003c/p>\n\u003cp>We believe that the definition of religious freedom is such that we have the freedom to be true to our religious beliefs as we offer these services to everyone. \u003c/p>\n\u003cp>\u003cstrong>What are you hoping parishioners will do once they've read your message?\u003c/strong>\u003c/p>\n\u003cp>I'm hoping they will communicate with the White House and their congressional representative, because this is a federal issue. \u003c/p>\n\u003cp>\u003cstrong>California has a similar law in place, doesn't it? \u003c/strong>\u003c/p>\n\u003cp>Twenty-eight states including California do. These states have found ways to let the church follow its tenets and still provide what is satisfactory health coverage according to the law.\u003c/p>\n\u003cp>What bothers us quite a bit is that there were easy ways to get around this problem, but they decided to make the confrontation.\u003c/p>\n\u003cp>\u003cstrong>What would this mean for Catholics in California if the regulation stands?\u003c/strong>\u003c/p>\n\u003cp>We don't think this is the last step in this. For many years now there have been people agitating and writing on the issue of Catholic hospitals, saying in so many words that if a Catholic hospital doesn't provide abortion, then it ought to shut down or sell to a hospital that will. They don’t' say \"abortion,\" they say \"full range of reproductive services.\" \u003c/p>\n\u003cp>We're concerned that this is one of the first steps taken toward that goal. It's all about whether you can run a hospital according to your own religious beliefs, or can the state dictate to you exactly what you need to do.\u003c/p>\n\u003cp>It's not always going to be about insurance or birth control; it could in the future be about euthanasia or assisted suicide. Why don’t' you offer it in your hospital? If you don't then why are you open? \u003c/p>\n\u003cp>\u003cstrong>Are other area church leaders involved in this initiative?\u003c/strong>\u003c/p>\n\u003cp>Probably by the end of this month practically every bishop in California will be involved. If you have a Catholic hospital in your diocese, then you're alarmed as to what this will lead to. \u003c/p>\n\n\u003cp>The mobilization of parishioners on this issue may be tough, however, according to a \u003ca href=\"http://publicreligion.org/research/2012/02/january-tracking-poll-2012/\">national poll by the Public Religion Research Institute\u003c/a>. Some of the findings:\u003c/p>\n\u003cblockquote>\n\u003cul>\n\u003cli>Roughly 6-in-10 Catholics (58%) believe that employers should be required to provide their employees with health care plans that cover contraception.\n\u003c/li>\u003cli>Among Catholic voters, support for this requirement is slightly lower at 52%.\n\u003c/li>\u003c/ul>\n\u003c/blockquote>\n\u003cp>Stephanie Martin talked to Robert Jones of the Public Religion Research Institute about the poll. He added this: \u003c/p>\n\u003cblockquote>\n\u003cp>Catholics support the fact that churches are exempt, but not when it comes to colleges and hospitals. They make a distinction. I think the survey shows this conflict is really sharper between the Obama administration and the US Conference of Bishops. \u003c/p>\u003c/blockquote>\n\u003cp>One demographic that no one will need to convince to make an issue of this: Republican politicians, who have taken up \u003ca href=\"http://www.cbsnews.com/8301-505245_162-57373808/gop-vows-to-reverse-obama-birth-control-policy/\">full-throated criticism of the administration over the rule\u003c/a>. \u003c/p>\n\u003cp>\u003c/p>\u003c/div>",
