(cjmartin/Flickr)\u003c/figcaption>\u003c/figure>\n\u003cp>In a \u003cem>legal\u003c/em> tech-bus protest, an assortment of San Francisco activists is appealing to the Board of Supervisors to stop the city's plan to continue accommodating private commuter shuttles at public bus stops.\u003c/p>\n\u003cp>The San Francisco Municipal Transportation Agency in January \u003ca href=\"http://ww2.kqed.org/news/2014/01/21/yet-another-protest-against-tech-buses/\">approved a pilot program\u003c/a> to require shuttle operators to get permits and charge them $1 for each stop they make in the city. The unanimous vote came after a series of angry protests against the buses, used by tech giants such as Apple, Google and Facebook to transport employees to work in Silicon Valley.\u003c/p>\n\u003cp>The fee program would also cover shuttles used for other business, office buildings and UC San Francisco and other local colleges. But it's the high-tech commuters that upset activists, who believe the well-paid workers are responsible for driving up rents and displacing longtime residents.\u003c/p>\n\u003cp>\"I have seen the rent listings along my street skyrocket. I've seen my neighbors have to pack up and move,\" said one of the appellants, Sara Shortt. She's executive director of the Housing Rights Committee of San Francisco and has lived on Valencia Street at 22nd Street for 16 years. The other appellants are the Harvey Milk LGBT Democratic Club, the Service Employees International Union Local 1021 and the San Francisco League of Pissed-Off Voters.\u003c/p>\n\u003cp>The crux of their argument is that the SFMTA board should have put the plan through a full environmental impact review under the California Environmental Quality Act. And that review, they argue, should consider not only air pollution but also the displacement of people and housing, particularly in low-income and minority communities. \u003c/p>\n\u003caside class=\"pullquote alignleft\">'There was no real serious cost-benefit analysis. The city has the responsibility to do that kind of due diligence before giving away the store.'\u003ccite>— Sara Shortt\u003cbr>\nHousing rights activist\u003c/cite>\u003c/aside>\n\u003cp>\"There was no real serious cost-benefit analysis,” Shortt said. “The city has the responsibility to do that kind of due diligence before giving away the store as they have.”\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>The SFMTA, however, maintains that such a program does not require such a review. \"We developed this pilot proposal to help ensure the most efficient transportation network possible by reducing Muni delays and further reducing congestion on our roadways,\" spokesman Paul Rose wrote in a statement. \"We are confident that the CEQA clearance is appropriate and will be upheld.\"\u003c/p>\n\u003cp>The CEQA guidelines do, in fact, specify that significant environmental impacts could come from projects that \"induce substantial population growth in an area\" or \"displace substantial numbers of people, necessitating the construction of replacement housing elsewhere.\" Does that definition apply to expensive apartments in the Mission just as it would to, say, construction of a new shopping mall? The Board of Supervisors will decide.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>The Board of Supervisors is not authorized to make changes to the shuttle plan, but they could force the SFMTA to suspend it and complete a detailed environmental impact review before going forward. The board has until early April to hold a hearing on the appeal.\u003c/p>\n\n",

The unanimous vote came after a series of angry protests against the buses, used by tech giants such as Apple, Google and Facebook to transport employees to work in Silicon Valley.\u003c/p>\n\u003cp>The fee program would also cover shuttles used for other business, office buildings and UC San Francisco and other local colleges. But it's the high-tech commuters that upset activists, who believe the well-paid workers are responsible for driving up rents and displacing longtime residents.\u003c/p>\n\u003cp>\"I have seen the rent listings along my street skyrocket. I've seen my neighbors have to pack up and move,\" said one of the appellants, Sara Shortt. She's executive director of the Housing Rights Committee of San Francisco and has lived on Valencia Street at 22nd Street for 16 years. The other appellants are the Harvey Milk LGBT Democratic Club, the Service Employees International Union Local 1021 and the San Francisco League of Pissed-Off Voters.\u003c/p>\n\u003cp>The crux of their argument is that the SFMTA board should have put the plan through a full environmental impact review under the California Environmental Quality Act. And that review, they argue, should consider not only air pollution but also the displacement of people and housing, particularly in low-income and minority communities. \u003c/p>\n\u003caside class=\"pullquote alignleft\">'There was no real serious cost-benefit analysis. Many of the tech workers at the event had just recently moved to the Mission District. (Photo: Deb Svoboda/KQED)\u003c/figcaption>\u003c/figure>\n\u003cp>\u003cstrong>by Heather Mack, \u003ca href=\"http://missionlocal.org/\" target=\"_blank\">Mission Local\u003c/a>\u003c/strong>\u003c/p>\n\u003cp>Anti-police activists caught up with the Mission gentrification debate Wednesday — with approximately a hundred protesters, according to police, marching down Mission Street, delaying Muni instead of a tech bus, and chanting “Unite the block against the cops!” and “Shoot the cops, tear up coffee shops!” At one point, they yelled directly at apartment residents watching the protest from their balconies: “We know where you live and we will burn this place to the ground!”\u003c/p>\n\u003cp dir=\"ltr\">Some others flung f-bombs at passersby (and some people returned the verbal assault) in the rollicking ramble escorted by dozens of cops on foot, motorcycle and in patrol cars and paddy wagons. San Francisco police told Mission Local Wednesday night that there were no reports of vandalism or physical violence.\u003c/p>\n\u003cp>The protest — organized by street posters and on the web — targeted the amplified presence of San Francisco beat cops around the 16th Street BART plaza in recent months, part of an ongoing effort to clean up the area beleaguered with crime and transients.\u003c/p>\n\u003cp>Police have been targeting the plaza \u003ca href=\"http://missionlocal.org/2009/02/quality-of-life-at-16th-and-mission/\">for several years\u003c/a>, and nearby merchants and community members have continually \u003ca href=\"http://missionlocal.org/2013/11/bart-plazas-homelessness-thinking-longer-term/\">called for\u003c/a> greater surveillance. \u003ca href=\"http://missionlocal.org/2013/11/bart-plazas-homelessness-thinking-longer-term/\">For more than a year, \u003c/a>a group of merchants and nearby residents has been working with police and elected officials to diminish the number of incidents at the plaza.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Mission District Police Captain Bob Moser recently \u003ca href=\"http://www.bizjournals.com/sanfrancisco/blog/2013/10/sfpd-mission-district-captain-says.html\">told the \u003cem>San Francisco Business Times\u003c/em>\u003c/a> that the foot patrols have helped curb crime in the plaza. Moser also commented on the plan for a 10-story apartment building across the street: “If a development were to bring more people out who use the plaza for positive uses, as opposed to negative uses, that could have a great impact.”\u003c/p>\n\u003cp>Protesters on Wednesday argued the cops are only there to protect the gentrifiers coming into the neighborhood — and that the police presence only displaces crime to surrounding streets. At a fall meeting of concerned neighbors, businesses and elected officials, police and others were well aware of the problem of simply moving crime to neighboring streets and \u003ca href=\"http://missionlocal.org/2013/11/bart-plazas-homelessness-thinking-longer-term/\">were trying to come up with longer term solutions\u003c/a>.\u003c/p>\n\u003cp>The crowd Wednesday was mixed in race and age and many told Mission Local they lived in the Mission.\u003c/p>\n\u003cp>\u003cimg class=\"alignright size-full wp-image-122547\" src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2014/01/MissionLocal.png\" alt=\"MissionLocal\" width=\"381\" height=\"101\">“Cops have turned a blind eye for years to all of the activity from people milling around transit stations,” said Diamond Dave, 76, who hosts a show on Mutiny Radio, while walking with the crowd of about 70 protesters down Mission. “Now, they are cracking down on people, and I think that has been propelled by this wave of new wealth to the neighborhood.”\u003c/p>\n\u003cp>“This enhanced police presence is a symbol of gentrification,” said \u003ca href=\"https://missionlocal.org/2010/01/life-after-war/\">Eddie Falcon\u003c/a>, a veteran and local activist, through a megaphone to the protesters at a rally in the 24th Street BART Station plaza before they walked into the street. “These plazas used to be a community space, a place for people with nowhere else to go, and now they are vacant except for cops and yuppies.” Falcon went on to claim that new residents of the Mission are ignorant of its cultural significance and history, trashing local eateries like Tacolicious and “Gracias Mama-f—kin-whatever.”\u003c/p>\n\u003cp>Many carried signs urging for an end to evictions, high rents or new condo development, with individual protesters adding in more provocative digs along the way like “Shoot the cops!” and “We hate you!!”\u003c/p>\n\u003cp>“Some of these chants are silly, I know, but the things that are going on in this neighborhood are not by accident or aberration,” said a woman protester in her 60s who declined to give her name because she says she’s facing eviction. “The cops are not incidental; they are part of an infrastructure to protect the ‘new’ Mission.”\u003c/p>\n\u003cp>While the cops remained stoic in the face of the taunts, the protesters didn’t go without challengers. Moser also commented on the plan for a 10-story apartment building across the street: “If a development were to bring more people out who use the plaza for positive uses, as opposed to negative uses, that could have a great impact.”\u003c/p>\n\u003cp>Protesters on Wednesday argued the cops are only there to protect the gentrifiers coming into the neighborhood — and that the police presence only displaces crime to surrounding streets. At a fall meeting of concerned neighbors, businesses and elected officials, police and others were well aware of the problem of simply moving crime to neighboring streets and \u003ca href=\"http://missionlocal.org/2013/11/bart-plazas-homelessness-thinking-longer-term/\">were trying to come up with longer term solutions\u003c/a>.\u003c/p>\n\u003cp>The crowd Wednesday was mixed in race and age and many told Mission Local they lived in the Mission.\u003c/p>\n\u003cp>\u003cimg class=\"alignright size-full wp-image-122547\" src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2014/01/MissionLocal.png\" alt=\"MissionLocal\" width=\"381\" height=\"101\">“Cops have turned a blind eye for years to all of the activity from people milling around transit stations,” said Diamond Dave, 76, who hosts a show on Mutiny Radio, while walking with the crowd of about 70 protesters down Mission. “Now, they are cracking down on people, and I think that has been propelled by this wave of new wealth to the neighborhood.”\u003c/p>\n\u003cp>“This enhanced police presence is a symbol of gentrification,” said \u003ca href=\"https://missionlocal.org/2010/01/life-after-war/\">Eddie Falcon\u003c/a>, a veteran and local activist, through a megaphone to the protesters at a rally in the 24th Street BART Station plaza before they walked into the street. “These plazas used to be a community space, a place for people with nowhere else to go, and now they are vacant except for cops and yuppies.” Falcon went on to claim that new residents of the Mission are ignorant of its cultural significance and history, trashing local eateries like Tacolicious and “Gracias Mama-f—kin-whatever.”\u003c/p>\n\u003cp>Many carried signs urging for an end to evictions, high rents or new condo development, with individual protesters adding in more provocative digs along the way like “Shoot the cops!” and “We hate you!!”\u003c/p>\n\u003cp>“Some of these chants are silly, I know, but the things that are going on in this neighborhood are not by accident or aberration,” said a woman protester in her 60s who declined to give her name because she says she’s facing eviction. “The cops are not incidental; they are part of an infrastructure to protect the ‘new’ Mission.”\u003c/p>\n\u003cp>While the cops remained stoic in the face of the taunts, the protesters didn’t go without challengers.
