"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. "content": "\u003cp>A unanimous three-judge panel of the 9th Circuit Court of Appeals today upheld San Francisco's ranked-choice voting system—referring to the author of beloved children's classics.\u003c/p>\n\u003cp>In writing the \u003ca href=\"http://www.ca9.uscourts.gov/datastore/opinions/2011/05/20/10-17198.pdf\" target=\"_blank\">35-page opinion (PDF)\u003c/a>, Judge Marsha Berzon alluded to Charles Lutwidge Dodgson, \"better known by his pen name, Lewis Carroll,\" author of \"Alice's Adventures in Wonderland\" and \"Through the Looking Glass.\"\u003c/p>\n\u003cp>Dodgson was also a mathematician who developed alternatives to simple majority voting. Judge Berzon notes that Dodgson preferred his own election systems to the one commonly used at the time, even as he recognized his creations were imperfect, too:\u003c/p>\n\u003cblockquote>\u003cp>\"Over a century later, Dodgson’s wish remains unfulfilled. No perfect election system has been devised. Nonetheless,some governmental entities continue to experiment with innovative methods for electing candidates. At issue here is one such system, used by San Francisco for the election of certain city officials.\"\u003c/p>\u003c/blockquote>\n\u003cp>Plaintiffs, including a losing supervisorial candidate in District 4, complained that San Francisco's system—which allows voters to choose three candidates—disenfranches voters whose top three choices fail to make the final two.\u003c/p>\n\u003cp>The court agreed with a federal District Court ruling that while San Francisco's ranked-choice voting system may not be perfect, it is far from unconstitutional. \u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>The decision confirms what most expected—that San Francisco's November mayoral election will be a real free-for-all with more than a dozen candidates. Under ranked-choice voting it seems nothing is certain, and winning is about getting enough voters to make you their second or third choice. "content": "\u003cdiv class=\"post-body\">\u003cp>\u003cp>A unanimous three-judge panel of the 9th Circuit Court of Appeals today upheld San Francisco's ranked-choice voting system—referring to the author of beloved children's classics.\u003c/p>\n\u003cp>In writing the \u003ca href=\"http://www.ca9.uscourts.gov/datastore/opinions/2011/05/20/10-17198.pdf\" target=\"_blank\">35-page opinion (PDF)\u003c/a>, Judge Marsha Berzon alluded to Charles Lutwidge Dodgson, \"better known by his pen name, Lewis Carroll,\" author of \"Alice's Adventures in Wonderland\" and \"Through the Looking Glass.\"\u003c/p>\n\u003cp>Dodgson was also a mathematician who developed alternatives to simple majority voting. Judge Berzon notes that Dodgson preferred his own election systems to the one commonly used at the time, even as he recognized his creations were imperfect, too:\u003c/p>\n\u003cblockquote>\u003cp>\"Over a century later, Dodgson’s wish remains unfulfilled. No perfect election system has been devised. Nonetheless,some governmental entities continue to experiment with innovative methods for electing candidates. At issue here is one such system, used by San Francisco for the election of certain city officials.\"\u003c/p>\u003c/blockquote>\n\u003cp>Plaintiffs, including a losing supervisorial candidate in District 4, complained that San Francisco's system—which allows voters to choose three candidates—disenfranches voters whose top three choices fail to make the final two.\u003c/p>\n\u003cp>The court agreed with a federal District Court ruling that while San Francisco's ranked-choice voting system may not be perfect, it is far from unconstitutional. \u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

Assistant US Attorney Elise Becker said he came down the aisle from the back of the plane chanting \"Allah Akbar\" - God is Great - as he tried to barge into the cockpit.\u003c/p>\n\u003cp>Becker said al-Murisi began his journey in New York and said he was headed to visit relatives in Vallejo. His relatives in Vallejo said they had no knowledge of the visit. Becker also told the judge that al-Murisi had no baggage and traveled with $47 cash and a pair of sunglasses.\u003c/p>\n\u003cp>More details the government laid out before the judge:\u003c/p>\n\u003cul>\n\u003cli>Al-Murisi entered the country on an immigrant visa in January 2010. Yesterday, the \u003ca href=\"http://www.dot.gov/affairs/2011/dot5711.html\">U.S Department of Transportation announced\u003c/a> it would give California $300 million dollars for the project, after Florida rejected that funding.\u003c/p>\n\u003cp>Today, the \u003ca href=\"http://www.lao.ca.gov/laoapp/main.aspxhttp://www.lao.ca.gov/laoapp/main.aspx\">Legislative Analyst Office\u003c/a> released a report that’s highly critical of the project. The independent analyst calls for major changes to California's plan, including delaying the fast-tracked project and taking control away from the independent board that now oversees that project and shifting that control to the Department of Transportation. "content": "\u003cp>Today, the State Assembly's Public Safety Committee passed on to the full assembly \u003ca href=\"http://www.leginfo.ca.gov/cgi-bin/caasm/postquery?bill_number=ab_1081&sess=CUR&House=B\">AB 1081\u003c/a>, also known as the \u003ca href=\"http://www.sfbg.com/politics/2011/04/07/ammiano-says-support-growing-trust-act\">TRUST Act\u003c/a>. The bill, sponsored by San Francisco's Tom Ammiano, would give local governments the right to opt-out of Immigration and Customs Enforcement's controversial \u003ca href=\"http://en.wikipedia.org/wiki/Secure_Communities\">Secure Communities\u003c/a> program. \u003c/p>\n\u003cp>Immigrant rights groups say the program has resulted in \u003ca href=\"http://www.sfbayguardian.com/politics/2011/03/31/sf-top-38-counties-nationwide-deport-non-criminal-aliens\">increased deportation\u003c/a> of immigrants who had committed no crime or were picked up by police for minor offenses.\u003c/p>\n\u003cp>\u003ca href=\"http://californiawatch.org/dailyreport/bill-would-allow-opt-out-immigration-fingerprint-checks-9794\">California Watch\u003c/a> explains the process and repercussions:\u003c/p>\n\u003cblockquote>\u003cp>At the heart of Secure Communities is a database that allows local police to check inmates’ legal status by running their fingerprints. When the system makes a match, officers learn a suspect’s entire documented immigration history. They also learn whether ICE wants to place a “hold” on the suspect, which requires the police agency to detain the individual until immigration agents can take custody.\u003c/p>\n\u003cp>To supporters of increased local immigration enforcement, the program is nothing more than a database at the jails, and does not encourage profiling.\u003c/p>\n\u003cp>Though still new, Secure Communities helped catch many thousands of illegal immigrants across California.\u003c/p>\n\u003cp>Since 2009, local law enforcement in California has turned over 71,918 illegal immigrants to ICE through the program, according to federal data. Of those, 35,643 were removed from the United States.\u003c/p>\u003c/blockquote>\n\u003cp>San Francisco Sheriff Michael Hennessy, a critic of the program, testified at the hearing that the city was originally \u003ca href=\"http://www.fogcityjournal.com/wordpress/2323/ice-confirms-s-comm-is-a-voluntary-program/\">told\u003c/a> it could opt out before being told it couldn't. When the system makes a match, officers learn a suspect’s entire documented immigration history. They also learn whether ICE wants to place a “hold” on the suspect, which requires the police agency to detain the individual until immigration agents can take custody.\u003c/p>\n\u003cp>To supporters of increased local immigration enforcement, the program is nothing more than a database at the jails, and does not encourage profiling.\u003c/p>\n\u003cp>Though still new, Secure Communities helped catch many thousands of illegal immigrants across California.\u003c/p>\n\u003cp>Since 2009, local law enforcement in California has turned over 71,918 illegal immigrants to ICE through the program, according to federal data. Then, the outlook wasn't so good:\u003c/p>\n\u003cblockquote>\u003cp>Through Friday, state data shows only about 31% of the tax revenues projected -- and counted on -- for April had come in, meaning the month needs to finish big to avoid adding to California's fiscal pressures...\u003c/p>\n\u003cp>it's been a relatively slow month for dollars to arrive. In the first 15 days of April, the state took in just under $2.15 billion; in the same time period in 2010, a little more had been collected -- about $2.17 billion.\u003c/p>\n\u003cp>Overall, California's revenues in the 2010-2011 budget year have been stronger than the year before. At the end of March, the state was $4.62 billion ahead of the end of March 2010. But that advantage has been shrinking slightly over the last two weeks, even after the single biggest day of the year -- this past Friday, when more than $522 million in state tax revenues came in.\u003c/p>\n\u003cp>April is a crucial month; Controller Chiang's office reports that last year, the traditional tax month accounted for some 16% of all state income revenues for the entire year. Should things fall short of projections this time around, it's going to make the work of Governor Jerry Brown and legislators that much harder... and the debate that much more heated.\u003c/p>\n\u003c/blockquote>\n\u003cp>However, Myers added this update yesterday:\u003c/p>\n\u003cblockquote>\u003cp>Wednesday 10:49 a.m. update: The last two days since this posting was written have been huge for income tax receipts -- almost $1.9 billion in just 48 hours, thus putting the state on a path to possibly exceeding expectations. "content": "\u003cdiv class=\"post-body\">\u003cp>\u003cfigure id=\"attachment_24686\" class=\"wp-caption alignleft\" style=\"max-width: 250px\">\u003ca href=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/04/mailingtaxreturns.jpg\">\u003cimg src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/04/mailingtaxreturns.jpg\" alt=\"\" title=\"mailingtaxreturns\" width=\"250\" height=\"160\" class=\"size-full wp-image-24686\">\u003c/a>\u003cfigcaption class=\"wp-caption-text\">Photo: Mark Ralston/AFP/Getty Images\u003c/figcaption>\u003c/figure>\n\u003cp>The State Controller's Office has a \u003ca href=\"http://www.sco.ca.gov/april_2011_personal_income_tax_tracker.html\">\u003cstrong>web site\u003c/strong>\u003c/a> up at which you can track the personal income tax revenue we taxpayers have been sending in. \u003c/p>\n\u003cp>\u003c/p>\n\u003cp>According to the site, Governor Jerry Brown's \"latest budget estimate projected personal income tax receipts would total $6.841 billion in April.\" For those with a rooting interest -- like everyone in the state -- in seeing California meet or exceed that total, you can use the site like a telethon tote board to track the money coming in.\u003c/p>\n\u003cp>On Monday, KQED's John Myers wrote an \u003ca href=\"http://blogs.kqed.org/capitalnotes/2011/04/18/watching-the-tax-dollars-come-in/\">analysis\u003c/a> on his Capital Notes blog of how the state was doing to date. Then, the outlook wasn't so good:\u003c/p>\n\u003cblockquote>\u003cp>Through Friday, state data shows only about 31% of the tax revenues projected -- and counted on -- for April had come in, meaning the month needs to finish big to avoid adding to California's fiscal pressures...\u003c/p>\n\u003cp>it's been a relatively slow month for dollars to arrive. In the first 15 days of April, the state took in just under $2.15 billion; in the same time period in 2010, a little more had been collected -- about $2.17 billion.\u003c/p>\n\u003cp>Overall, California's revenues in the 2010-2011 budget year have been stronger than the year before. At the end of March, the state was $4.62 billion ahead of the end of March 2010. But that advantage has been shrinking slightly over the last two weeks, even after the single biggest day of the year -- this past Friday, when more than $522 million in state tax revenues came in.\u003c/p>\n\u003cp>April is a crucial month; Controller Chiang's office reports that last year, the traditional tax month accounted for some 16% of all state income revenues for the entire year. Should things fall short of projections this time around, it's going to make the work of Governor Jerry Brown and legislators that much harder... and the debate that much more heated.\u003c/p>\n\u003c/blockquote>\n\u003cp>However, Myers added this update yesterday:\u003c/p>\n\u003cblockquote>\u003cp>Wednesday 10:49 a.m. update: The last two days since this posting was written have been huge for income tax receipts -- almost $1.9 billion in just 48 hours, thus putting the state on a path to possibly exceeding expectations. No doubt that would change the political debate over revenues come May. \u003c/p>\u003c/blockquote>\n\u003cp>So keep those hard-earned dollars coming in, ladies and gents...\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",
