After the shooting, BART Police Chief Kenton Rainey said the man was wielding a knife and a broken alcohol bottle.\u003c/p>\n\u003cp>Yesterday, BART police held a press conference about the shooting, which occurred on the station platform. Below is a \u003ca href=\"http://www.youtube.com/watch?v=uqSg8QBNgCA&feature=player_embedded\">video\u003c/a> of the press conference (\u003ca href=\"http://www.bart.gov/news/articles/2011/news20110706b.aspx\">transcript here\u003c/a>), at which BART Deputy Police Chief Daniel Hartwig said BART would not release a \u003ca href=\"http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2011/07/06/BAPQ1K6KKO.DTL\">security video\u003c/a> of the incident until all witnesses were interviewed. He said no cell phone video of the event has emerged yet.\u003c/p>\n\u003cdiv style=\"text-align: center\">\u003ciframe width=\"480\" height=\"303\" src=\"http://www.youtube.com/embed/uqSg8QBNgCA\" frameborder=\"0\">\u003c/iframe>\u003c/div>\n\u003cp>\u003c/p>\n\u003cp>One witness who has been interviewed, at least by the \u003ca href=\"http://www.baycitizen.org/transportation/story/witness-man-shot-bart-police-running/\">\u003cstrong>Bay Citizen\u003c/strong>\u003c/a>, is Myleen Hollero, of San Francisco, who criticized the shooting.\u003c/p>\n\u003cblockquote>\u003cp>Hollero said that from her view of the incident, police officers should “absolutely not” have shot the man, who she said “just looked like a drunk hippie...”\u003c/p>\n\u003cp>She said she was getting off the BART train with her bike at Civic Center when she heard glass break. She turned and saw the man across the platform who, she said, was wearing a green tie-dye shirt and had long white hair. She thought he was just “another drunk guy acting up.”\u003c/p>\n\u003cp>“I heard yelling, and I stopped and I looked again,” said Hollero. “I saw he was interacting with cops and then I was like, ‘S***, those cops have guns out.'”\u003c/p>\n\u003cp>Hollero said she couldn’t hear what the officers were saying and so didn’t understand the context of the exchange.\u003c/p>\n\u003cp>But she said she saw the BART cops with their guns drawn and the man moving slowly toward them.\u003c/p>\n\u003cp>She said the man moved \"like Frankenstein.” She said she couldn’t tell if he had a knife.\u003c/p>\n\u003cp>“Then,” she said, “they shot him.\" \u003c/p>\n\u003cp>“I didn’t see who did it,” Hollero continued. “I heard three shots. "content": "\u003cp>\u003ca href=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/07/oaklandpolice.png\">\u003cimg src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/07/oaklandpolice.png\" alt=\"\" title=\"oaklandpolice\" width=\"115\" height=\"139\" class=\"alignleft size-full wp-image-33307\">\u003c/a>Oakland Police Chief Anthony Batts is overhauling the way his department investigates major crimes in the city. \u003c/p>\n\u003cp>Batts said Wednesday the changes are part of a department-wide restructuring brought on by budget cuts, soaring crime rates and an eight-year-old federal court order calling for more officer oversight that grew out of the \u003ca href=\"http://informant.kalwnews.org/tag/oakland-riders/\">Riders scandal\u003c/a>.\u003c/p>\n\u003cp>When Batts took over in 2009, the OPD had more than 800 officers. That number is down to 637, and Batts said he expects the force to drop below 600 in coming years due to layoffs and attrition. “So we wanted to build an organization where we can get that under control and get more bang for the buck,” Batts said. \u003c!--more-->\u003c/p>\n\u003cp>Batts said that under the current structure, the department is inefficient and overloaded. Now, homicide investigators are in charge of 10-16 cases a year, compared to an average of only three in other cities.\u003c/p>\n\u003cp>To address the imbalance, units investigating robberies, homicides and assaults will be collapsed into one unit that handles the city’s most violent crimes. Property crimes will then be investigated by patrol officers. Batts said the Oakland police force is highly specialized and needs to become an organization of generalists for maximum efficiency.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>The city will be broken up into two bureaus—one for East Oakland, another for the rest of the city. The only change residents will see is an increase in police presence, according to Batts. That number is down to 637, and Batts said he expects the force to drop below 600 in coming years due to layoffs and attrition. “So we wanted to build an organization where we can get that under control and get more bang for the buck,” Batts said. \u003c!--more-->\u003c/p>\n\u003cp>Batts said that under the current structure, the department is inefficient and overloaded. Now, homicide investigators are in charge of 10-16 cases a year, compared to an average of only three in other cities.\u003c/p>\n\u003cp>To address the imbalance, units investigating robberies, homicides and assaults will be collapsed into one unit that handles the city’s most violent crimes. Property crimes will then be investigated by patrol officers. Batts said the Oakland police force is highly specialized and needs to become an organization of generalists for maximum efficiency.\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",
