"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. I also guest host for KQED’s \u003ci>Forum\u003c/i>, as well as the Commonwealth Club in San Francisco. • I speak periodically on media, democracy and technology issues, and do voiceover work for documentaries and educational video projects. • Outside of the studio, you'll find me hiking Bay Area trails and whipping up Insta-ready meals in my kitchen. • I do not accept gifts, money, or favors from anyone connected to my reporting, I don't pay people for information, and I do not support or donate to political causes. • I strive to treat the people I report on with fairness, honesty, and respect. I also recognize there are often multiple sides to a story and work to verify information through multiple sources and documentation. If I get something wrong, I correct it.",

(AP) — A former high school friend of a missing Northern California nursing student has been arrested on suspicion of murder, more than three months after the victim vanished from a San Francisco-area hospital where she was working.\u003c/p>\n\u003cp>Hayward police arrested Giselle Diwag Esteban in the death of 26-year-old Michelle Le, who told colleagues she was going to her car during her shift in late May and never returned.\u003c/p>\n\u003cp>Lt. Roger Keener said Wednesday that police believe an assault occurred at the hospital’s parking garage as video surveillance footage shows Esteban at the scene before and after Le’s disappearance. But Esteban said she had nothing to do with Le’s disappearance.\u003c/p>\n\u003cp>Court records show that Esteban’s ex-boyfriend, who had custody of their daughter, was granted a restraining order against her three days before Le’s May 27 disappearance, according to KGO.\u003c/p>\n\u003cp>On Wednesday, Keener said he could not speculate a possible motive, including a possible love triangle.\u003c/p>\n\u003cp>“I don’t know the answer to that question and I’m sure our investigators don’t know the answer,” Keener said. “That answer, I’m assuming, may only be answered by Esteban herself.”\u003c/p>\n\u003cp>Esteban is scheduled for arraignment in Alameda County Superior Court on Thursday.\u003c/p>\n\u003cp>Authorities classified Le’s disappearance as a homicide this summer based on forensic evidence from Le’s vehicle, surveillance footage outside the hospital, cell phone records and evidence collected during search warrants.\u003c/p>\n\u003cp>Keener said that with such a complex investigation that included air and ground searches involving as many as 65 people who did not find a body, police took significantly more time to make an arrest.\u003c/p>\n\u003cp>“We did not want to rush to judgment. The seven justices, in almost all of their questions, seemed very reluctant to say that when the attorney general and the governor refuse to defend a ballot measure, then no one can.\u003c/p>\n\u003cp>They seemed to say that the voters have authority in the voter initiative process and if the governor and the attorney general can simply pick and choose which laws to defend in court then that power voters have is essentially illusory. And they seemed very reluctant to say that voters don’t have any power when the state refuses to go to bat for them.\u003c/p>\n\u003cp>What became very clear is that this case is likely to go forward at the 9th Circuit and that proponents of Prop 8 will get to defend the law in court. Yesterday, however, Immigration and Customs Enforcement granted them a 30-day reprieve so it could review their case. But it took an intervention by a U.S. Senator -- Dick Durbin from Illinois -- to stall the process.\u003c/p>\n\u003cp>According to the Rengifos' lawyer, Rhoda Wilkinson Domingo, Mr. Rengifo’s wife is not subject to an order of removal, and another son is a permanent resident. Wilkinson Domingo also sent out the following background information yesterday: \u003c/p>\n\u003cblockquote>\u003cp>Mr. Rengifo and his family fled from Peru in 1993 after they were attacked and threatened by the Shining Path, a terrorist guerilla movement that now engages in highly dangerous narcotics trafficking. The Rengifo children were 15 and 6 years old, respectively, at the time. Such factors include education, age, health status, ties and contributions to the community, and family ties to legal residents. \u003c/p>\n\u003cp>However, as reported in this \u003ca href=\"http://www.mercurynews.com/bay-area-news/ci_18790680?nclick_check=1\">Contra Costa Times article\u003c/a> about the Rengifos, the case-by-case reviews under the new policy have \u003ca href=\"http://www.mercurynews.com/top-stories/ci_18782669\">not yet begun\u003c/a>, as the process for assessment is still being worked out. However:\u003c/p>\n\u003cblockquote>\u003cp>Bay Area immigration lawyers have heard of a few anecdotal cases of immigration agents or judges halting a deportation since the June memo, and all of those involved illegal immigrants who are students or same-sex married spouses.\u003c/p>\u003c/blockquote>\n\u003cp>Last week, a San Francisco judge \u003ca href=\"http://ww2.kqed.org/news/2011/08/23/judge-closes-deportation-case-against-same-sex-couple-after-obama-immigration-shift-sf-couple-awaits/\">closed\u003c/a> a deportation case against a member of a same-sex couple from southern California. The judge’s decision came at the request of ICE. Two other same-sex couples, including one from Oakland, have also had their deportation orders \u003ca href=\"http://www.mercurynews.com/breaking-news/ci_18765725\">rescinded\u003c/a>. All the cases involve men who married legal residents in states allowing same-sex marriage. Previously, this was not enough to shield an undocumented spouse from deportation, as it would in an opposite-sex marriage, because the Defense of Marriage Act prohibits federal recognition of same-sex unions.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Here's an \u003ca href=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/08/immigration-enforcement-facts.pdf\">\u003cstrong>FAQ\u003c/strong>\u003c/a> on the policy shift recently posted by the Department of Homeland Security. Some important points, if they prove to be adhered to:\u003c/p>\n\u003cblockquote>\u003cp>\n\u003cstrong>Will removal proceedings or removals be halted while the interagency working group completes its review?\u003c/strong>\u003c/p>\n\u003cp>No. DHS will continue to enforce immigration laws. ICE attorneys and agents, however, will be tasked to review each case prior to the expenditure of resources to determine whether it is a priority case as defined in the June 30, 2010 Civil Enforcement Priorities memorandum and the June 17, 2011 Prosecutorial Discretion memorandum. Removals will continue while the working group undertakes its review.\u003c/p>\n\u003cp>\u003cstrong>Can individuals affirmatively apply for an exercise of discretion through this process? \u003c/strong>\u003c/p>\n\u003cp>No. This process does not involve the creation of an affirmative application process, although, consistent with longstanding practice, individuals in removal proceedings and their representatives remain free to submit information relevant to their case to the appropriate ICE field offices or attorneys. Any attorney or representative who purports to be able to secure an individual relief through an affirmative application to ICE or DOJ as part of this process is engaged in a scam and should be reported to the relevant authorities at DOJ, the Federal Trade Commission (FTC), or DHS. \u003c/p>\n\u003cp>\u003cstrong>When will the working group complete its review?\u003c/strong>\u003c/p>\n\u003cp>Given the volume of cases involved, it will likely take the working group several months to complete its review of cases pending in immigration and federal court.\u003c/p>\n\u003cp>\u003cstrong>Does the implementation of the process mean that only individuals with criminal convictions will be removed?\u003c/strong>\u003c/p>\n\u003cp>No. Many individuals who have violated civil immigration law but lack a criminal conviction are a DHS priority for removal from the United States. This process is designed to free up additional resources to process and remove high priority cases. "content": "\u003cp>from \u003ca href=\"http://californiawatch.org/dailyreport/prosecutors-wont-bring-bonds-trial-again-perjury-charges-12399\">\u003cstrong>California Watch\u003c/strong>\u003c/a>\u003c/p>\n\u003cp>Baseball slugger Barry Bonds will not face a retrial on steroids-related perjury charges.\u003c/p>\n\u003cp>Federal prosecutors today dismissed three felony charges of lying under oath to the grand jury that investigated the BALCO steroids scandal. In April, a jury deadlocked on the three counts.\u003c/p>\n\u003cp>\u003ca href=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/08/BarryBondsSm.jpg\">\u003cimg src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/08/BarryBondsSm.jpg\" alt=\"\" title=\"BarryBondsSm\" width=\"102\" height=\"76\" class=\"alignleft size-full wp-image-38832\">\u003c/a>But the jury convicted Bonds of another felony, obstruction of justice, for giving evasive testimony to the BALCO grand jury. The government contended that Bonds was using banned drugs obtained from his trainer, confessed steroids dealer Greg Anderson, and from the Bay Area Laboratory Cooperative steroids lab in Burlingame.\u003c/p>\n\u003cp>Bonds is scheduled to be sentenced on the obstruction felony Dec. 16. He could be sentenced to federal prison, though experts believe a term of house arrest is more likely.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Lead prosecutor Matt Parrella filed the dismissal in U.S. District Court in San Francisco. The dismissal was made “with prejudice,” meaning the government cannot change its mind.\u003c/p>\n\u003cp>The government had the right to retry Bonds because the jury failed to reach unanimous verdicts on the three counts. In interviews, jurors said they deadlocked 11-1 on a perjury charge involving Bonds' denial that he had ever been injected by anyone other than a physician. Bonds’ former personal shopper testified in the trial that she saw Anderson give Bonds an injection in the navel. But \"I am concerned about the integrity of the court and the judicial process.\"\u003c/p>\n\u003cp>Judge Ware said, \"I generally think it's a good thing\" to allow the media more access to the courts. Bey IV was sentenced to three consecutive life terms, Mackey to two.\u003c/p>\n\u003cp>In June, a jury convicted Bey IV of ordering Bailey’s murder because Bailey was writing a story about internal strife at Your Muslim Bakery, a community organization once headed by Bey’s father that had become embroiled in criminal activity. The jury also found that Bey IV had ordered Antoine Mackey to kill Michael Wills and ordered DeVaughndre Broussard, who testified for the prosecution in the case as part of a plea deal, to kill Odell Roberson, a homeless man.
