"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. Assistant US Attorney Elise Becker said he came down the aisle from the back of the plane chanting \"Allah Akbar\" - God is Great - as he tried to barge into the cockpit.\u003c/p>\n\u003cp>Becker said al-Murisi began his journey in New York and said he was headed to visit relatives in Vallejo. His relatives in Vallejo said they had no knowledge of the visit. Becker also told the judge that al-Murisi had no baggage and traveled with $47 cash and a pair of sunglasses.\u003c/p>\n\u003cp>More details the government laid out before the judge:\u003c/p>\n\u003cul>\n\u003cli>Al-Murisi entered the country on an immigrant visa in January 2010. He has a permanent residency card.\u003c/li>\n\u003cli>They believe he held a job in New York at some point although they didn’t have more detail.\u003c/li>\n\u003cli>Al-Murisi was traveling with a number of identification cards, some valid and some expired, including 2 New York State learner’s permits, a New York State drivers license issued last month, and an expired California ID card with his Vallejo relative’s address\u003c/li>\n\u003cli>He used the address of his relatives in Vallejo as his stated address when he entered the country.\u003c/li>\n\u003c/ul>\n\u003cp>After al-Murisi was led back into custody, his cousin from Vallejo, 25-year-old Ahmed al-Moraissi spoke to reporters outside the courtroom. He confirmed that the family hadn’t know about al-Murisi’s visit, but maintained he was not a threat.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>“He’s a normal guy he has no intentions of hurting nobody. I don’t know what happened on the plane,” said al-Moraissi. He went on to say that his cousin’s actions on the plane “didn’t make sense. When I first heard it, I didn’t believe it.”\u003c/p>\n\u003cp>He did say that his cousin had been a math teacher in Yemen.\u003c/p>\n\u003cp>In the hearing, Rageh al-Murisi mostly looked downward. He is a slight man and spoke to the judge through an interpreter.\u003c/p>\n\u003cp>The judge said the maximum penalty included up to 20 years in custody and a maximum $250,000 fine.\u003c/p>\n\u003cp>His public defender asked for more time to confer with al-Murisi’s family. The bill would allow California counties to opt out of U.S. Immigration and Customs Enforcement's \u003ca href=\"http://www.ice.gov/secure_communities/\">Secure Communities\u003c/a> program, which requires local law enforcement agencies to send the fingerprints of everyone who has been arrested to a central federal database for a check on their immigration status. \u003c/p>\n\u003cp>The program has been controversial because it has contributed to the deportation of thousands of non-criminals, as reported by the \u003ca href=\"http://articles.latimes.com/2011/apr/25/local/la-me-secure-communities-20110425\">Los Angeles Times\u003c/a> and others. From an April 13 \u003ca href=\"http://californiawatch.org/dailyreport/bill-would-allow-opt-out-immigration-fingerprint-checks-9794\">report\u003c/a> by California Watch's \u003ca href=\"http://californiawatch.org/category/free-tagging/secure-communities\">Ryan Gabrielson\u003c/a>:\u003c/p>\n\u003cblockquote>\u003cp>At the heart of Secure Communities is a database that allows local police to check inmates’ legal status by running their fingerprints. When the system makes a match, officers learn a suspect’s entire documented immigration history. They also learn whether ICE wants to place a “hold” on the suspect, which requires the police agency to detain the individual until immigration agents can take custody.\u003c/p>\n\u003cp>To supporters of increased local immigration enforcement, the program is nothing more than a database at the jails, and does not encourage profiling.\u003c/p>\n\u003cp>Though still new, Secure Communities helped catch many thousands of illegal immigrants across California.\u003c/p>\n\u003cp>Since 2009, local law enforcement in California has turned over 71,918 illegal immigrants to ICE through the program, according to federal data. Of those, 35,643 were removed from the United States.\u003c/p>\n\u003cp>A majority of the illegal immigrants nabbed under Secure Communities were previously convicted of some crime. However, a sizable minority (28 percent) were labeled as “non-criminals” who had no criminal record, the ICE data shows.\u003c/p>\n\u003cp>In February, nationwide the program removed 2,166 non-criminals. That was significantly more than the number of “level one,” or most serious criminals, that were removed during the month: 1,367\u003c/p>\u003c/blockquote>\n\u003cp>Yesterday I spoke to \u003ca href=\"http://californiawatch.org/user/ryan-gabrielson\">\u003c/a>\u003ca href=\"http://californiawatch.org/user/ryan-gabrielson\">Gabrielson\u003c/a> about Secure Communities and AB 1081, asking him to explain both the program and the legislation. The bill would allow California counties to opt out of U.S. Immigration and Customs Enforcement's \u003ca href=\"http://www.ice.gov/secure_communities/\">Secure Communities\u003c/a> program, which requires local law enforcement agencies to send the fingerprints of everyone who has been arrested to a central federal database for a check on their immigration status. \u003c/p>\n\u003cp>The program has been controversial because it has contributed to the deportation of thousands of non-criminals, as reported by the \u003ca href=\"http://articles.latimes.com/2011/apr/25/local/la-me-secure-communities-20110425\">Los Angeles Times\u003c/a> and others. From an April 13 \u003ca href=\"http://californiawatch.org/dailyreport/bill-would-allow-opt-out-immigration-fingerprint-checks-9794\">report\u003c/a> by California Watch's \u003ca href=\"http://californiawatch.org/category/free-tagging/secure-communities\">Ryan Gabrielson\u003c/a>:\u003c/p>\n\u003cblockquote>\u003cp>At the heart of Secure Communities is a database that allows local police to check inmates’ legal status by running their fingerprints. When the system makes a match, officers learn a suspect’s entire documented immigration history. They also learn whether ICE wants to place a “hold” on the suspect, which requires the police agency to detain the individual until immigration agents can take custody.\u003c/p>\n\u003cp>To supporters of increased local immigration enforcement, the program is nothing more than a database at the jails, and does not encourage profiling.\u003c/p>\n\u003cp>Though still new, Secure Communities helped catch many thousands of illegal immigrants across California.\u003c/p>\n\u003cp>Since 2009, local law enforcement in California has turned over 71,918 illegal immigrants to ICE through the program, according to federal data. Of those, 35,643 were removed from the United States.\u003c/p>\n\u003cp>A majority of the illegal immigrants nabbed under Secure Communities were previously convicted of some crime. However, a sizable minority (28 percent) were labeled as “non-criminals” who had no criminal record, the ICE data shows.\u003c/p>\n\u003cp>In February, nationwide the program removed 2,166 non-criminals. That was significantly more than the number of “level one,” or most serious criminals, that were removed during the month: 1,367\u003c/p>\u003c/blockquote>\n\u003cp>Yesterday I spoke to \u003ca href=\"http://californiawatch.org/user/ryan-gabrielson\">\u003c/a>\u003ca href=\"http://californiawatch.org/user/ryan-gabrielson\">Gabrielson\u003c/a> about Secure Communities and AB 1081, asking him to explain both the program and the legislation. The bill would make a number of changes in state law, including requiring law enforcement to verify the immigration status of anyone who is arrested and suspected of being in the country illegally.\u003c/p>\n\u003cp>It also would make it illegal to limit the enforcement of federal immigration laws — an attempt to go after sanctuary cities like San Francisco and Los Angeles — and require employers to use the E-verify system while barring them from hiring anyone they know is not here legally.\n\u003c/p>\u003c/blockquote>\n\u003cp>And more, from Scott Shafer on this morning’s \u003ca href=\"http://www.californiareport.org/archive/R201104050850/b\">California Report\u003c/a>:\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Regardless of how they feel about the merits of the bill, some Republicans may wonder about the political wisdom of introducing hot-button legislation that is not only anathema to a demographic group that has become a key \u003ca href=\"http://www.sacbee.com/2010/11/06/3165639/latino-vote-helps-dems-keep-california.html\">difference-maker\u003c/a> in the state, but one that is also virtually unpassable, given the balance of power in the legislature and the governor’s office. A few weeks ago, one \u003ca href=\"http://www.sfgate.com/cgi-bin/blogs/nov05election/detail?entry_id=85260\">survey\u003c/a> confirmed what everyone pretty much already knew: A good chunk of Latinos have a “widely negative” view of the party.\u003c/p>\n\u003cp>Some intra-party introspection, at least, has begun. In January, at the well-established election post-mortem series at UC Berkeley’s Institute of Governmental Studies, one former GOP Party chair passed judgment on the party’s disastrous 2010 California electoral results by proclaiming the party’s “\u003ca href=\"http://www.sfgate.com/cgi-bin/blogs/nov05election/detail?entry_id=81531\">brand\u003c/a>” in the state as “dead.” The recent state GOP convention also produced a fair amount of \u003ca href=\"http://independent.com/news/2011/mar/24/grand-old-pandemonium/\">dismay\u003c/a> from longtime party stalwarts. \u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Scott Shafer interviewed Tim Donnelly, the freshman assemblyman who introduced the anti-immigration bill, and we’ll post that audio soon, keeping a listen out for any thinking about political downside to the legislation…\u003c/p>\n\n",

A few weeks ago, one \u003ca href=\"http://www.sfgate.com/cgi-bin/blogs/nov05election/detail?entry_id=85260\">survey\u003c/a> confirmed what everyone pretty much already knew: A good chunk of Latinos have a “widely negative” view of the party.\u003c/p>\n\u003cp>Some intra-party introspection, at least, has begun. In January, at the well-established election post-mortem series at UC Berkeley’s Institute of Governmental Studies, one former GOP Party chair passed judgment on the party’s disastrous 2010 California electoral results by proclaiming the party’s “\u003ca href=\"http://www.sfgate.com/cgi-bin/blogs/nov05election/detail?entry_id=81531\">brand\u003c/a>” in the state as “dead.” The recent state GOP convention also produced a fair amount of \u003ca href=\"http://independent.com/news/2011/mar/24/grand-old-pandemonium/\">dismay\u003c/a> from longtime party stalwarts. \u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Scott Shafer interviewed Tim Donnelly, the freshman assemblyman who introduced the anti-immigration bill, and we’ll post that audio soon, keeping a listen out for any thinking about political downside to the legislation…\u003c/p>\n\n\u003c/div>\u003c/p>",
