Yesterday we posted \u003ca href=\"http://ww2.kqed.org/news/2011/06/13/interview-john-russo-calls-oakland-government-morally-corrupt/\">Russo's highly unflattering comments\u003c/a> about Oakland city government. \u003c/p>\n\u003cp>Today, another segment from that interview about a different topic, and one much on the minds of Alamedans: The Memorial Day \u003ca href=\"http://ww2.kqed.org/news/tag/alameda-drowning/\">incident at Crown Beach\u003c/a> that has become a huge embarrassment if not humiliation for the city's police and fire departments, members of which watched from shore as a 52-year-old man committed suicide by drowning. \u003c/p>\n\u003cp>Russo, who says the city will retain an outside public safety chief to conduct a review of what happened, contends the issues raised by the incident are broader than any mistakes Alameda employees may have made on the beach. What do you do to fix what’s wrong? \u003c/p>\n\u003cp>\u003cem>John Russo:\u003c/em> How that situation developed took many years, and a lot of bad situations developed in terms of interpersonal relationship and policy decisions both administrative and governmental.\u003c/p>\n\u003caside class=\"pullquote alignleft\">The problem is if you're the commander on the scene and you're following policy, you don't usually get in a lot of trouble. If you don't, that's usually when trouble starts.\u003c/aside>\n\u003cp>It's a real wake up call, because if you look at it, you needed someone on the scene to break out of policy. If you don't follow policy, that's usually when trouble starts.\u003c/p>\n\u003cp>There's a lot at stake in what happened in Alameda on Memorial Day, for the country. It shows what happens when we allow ourselves to be straitjacketed by rules rather than governed by principles. The changes that need to happen mostly have already happened – the commander on the scene now has discretion to send people into the water. I understand 30 firefighters have volunteered to be trained in water rescue; and they're not getting extra pay. So the policy administratively has been changed, water rescue training is happening, money has been released. \u003c/p>\n\u003caside class=\"pullquote alignleft\">It is embarrassing; it was not Alameda's finest hour. \u003c/aside>\n\u003cp>There are a lot of reasons why the City of Alameda got to where it did that day. I'm not saying that to excuse it at all. It's unacceptable what happened. It won't happen again. \u003c/p>\n\u003cp>We are going to retain an outside fire or police chief, somebody with some gray hair in the public safety area who is going to review all of the history of how we got to Crown Beach that day so we can learn how it doesn't happen again, because it is embarrassing, it was not Alameda's finest hour. \u003c/p>\n\u003caside class=\"pullquote alignleft\">We're a highly litigious society. Everybody wants to stay within the four corners connecting the dots of policy.\u003c/aside>\n\u003cp>The issue is broader than what just happened here. Policies are supposed to be an organized way that you implement the principles of what you believe in as a people. What you believe your government is supposed to be working toward.\u003c/p>\n\u003cp>What has happened for many reasons -- I say this as an attorney -- but we're a highly litigious society both in terms of third parties suing cities and in terms of city employees suing cities. Everybody wants to stay within the four corners connecting the dots of policy, because as a public official or as a public employee, if you follow policy, it's almost impossible to lose your job or be demoted. \u003c/p>\n\u003caside class=\"pullquote alignleft\">We need to give our people a little more leeway to do what's right rather than what conforms to policy.\u003c/aside>\n\u003cp>It's when you step out of that straitjacket and you take a chance, if things don't go perfectly well, that's when you're subject to the lawsuit, that's when you're subject to discipline. So if you're the commander on the scene, and you tell the guys, 'I don't care if you haven't had training, get in the water,' you don't know if you're going to have a grievance, you don't know what's going to happen. I'm not saying that's what would have happened here, but that's the bureaucratic culture, and that is not limited to Alameda. That is all over California local government. And it really needs to be examined and changed. We need to give our people a little more leeway to do what's right rather than what conforms to policy. \u003c/p>\n\u003cp>Part of why the public is so frustrated -- the public looks at it and says, we're paying for all these guys who are supposed to be saving lives, but all they want to do is go by the book. The problem is if you're a member of the public whose property is damaged or whose loved one is hurt when a public safety employee doesn't go by the book, you might be the person suing. So in a real way, all of us in America are partially accountable for the culture we live in and how we got to there. \u003c/p>\n\u003cp>Again, I don't say that to excuse or explain what happened that day. Yesterday we posted \u003ca href=\"http://ww2.kqed.org/news/2011/06/13/interview-john-russo-calls-oakland-government-morally-corrupt/\">Russo's highly unflattering comments\u003c/a> about Oakland city government. \u003c/p>\n\u003cp>Today, another segment from that interview about a different topic, and one much on the minds of Alamedans: The Memorial Day \u003ca href=\"http://ww2.kqed.org/news/tag/alameda-drowning/\">incident at Crown Beach\u003c/a> that has become a huge embarrassment if not humiliation for the city's police and fire departments, members of which watched from shore as a 52-year-old man committed suicide by drowning. \u003c/p>\n\u003cp>Russo, who says the city will retain an outside public safety chief to conduct a review of what happened, contends the issues raised by the incident are broader than any mistakes Alameda employees may have made on the beach. What do you do to fix what’s wrong? \u003c/p>\n\u003cp>\u003cem>John Russo:\u003c/em> How that situation developed took many years, and a lot of bad situations developed in terms of interpersonal relationship and policy decisions both administrative and governmental.\u003c/p>\n\u003caside class=\"pullquote alignleft\">The problem is if you're the commander on the scene and you're following policy, you don't usually get in a lot of trouble. If you don't, that's usually when trouble starts.\u003c/aside>\n\u003cp>It's a real wake up call, because if you look at it, you needed someone on the scene to break out of policy. If you don't follow policy, that's usually when trouble starts.\u003c/p>\n\u003cp>There's a lot at stake in what happened in Alameda on Memorial Day, for the country. It shows what happens when we allow ourselves to be straitjacketed by rules rather than governed by principles. The changes that need to happen mostly have already happened – the commander on the scene now has discretion to send people into the water. I understand 30 firefighters have volunteered to be trained in water rescue; and they're not getting extra pay. So the policy administratively has been changed, water rescue training is happening, money has been released. \u003c/p>\n\u003caside class=\"pullquote alignleft\">It is embarrassing; it was not Alameda's finest hour. \u003c/aside>\n\u003cp>There are a lot of reasons why the City of Alameda got to where it did that day. I'm not saying that to excuse it at all. It's unacceptable what happened. It won't happen again. \u003c/p>\n\u003cp>We are going to retain an outside fire or police chief, somebody with some gray hair in the public safety area who is going to review all of the history of how we got to Crown Beach that day so we can learn how it doesn't happen again, because it is embarrassing, it was not Alameda's finest hour. \u003c/p>\n\u003caside class=\"pullquote alignleft\">We're a highly litigious society. Everybody wants to stay within the four corners connecting the dots of policy.\u003c/aside>\n\u003cp>The issue is broader than what just happened here. Policies are supposed to be an organized way that you implement the principles of what you believe in as a people. What you believe your government is supposed to be working toward.\u003c/p>\n\u003cp>What has happened for many reasons -- I say this as an attorney -- but we're a highly litigious society both in terms of third parties suing cities and in terms of city employees suing cities. Everybody wants to stay within the four corners connecting the dots of policy, because as a public official or as a public employee, if you follow policy, it's almost impossible to lose your job or be demoted. \u003c/p>\n\u003caside class=\"pullquote alignleft\">We need to give our people a little more leeway to do what's right rather than what conforms to policy.\u003c/aside>\n\u003cp>It's when you step out of that straitjacket and you take a chance, if things don't go perfectly well, that's when you're subject to the lawsuit, that's when you're subject to discipline. So if you're the commander on the scene, and you tell the guys, 'I don't care if you haven't had training, get in the water,' you don't know if you're going to have a grievance, you don't know what's going to happen. I'm not saying that's what would have happened here, but that's the bureaucratic culture, and that is not limited to Alameda. That is all over California local government. And it really needs to be examined and changed. We need to give our people a little more leeway to do what's right rather than what conforms to policy. \u003c/p>\n\u003cp>Part of why the public is so frustrated -- the public looks at it and says, we're paying for all these guys who are supposed to be saving lives, but all they want to do is go by the book. The problem is if you're a member of the public whose property is damaged or whose loved one is hurt when a public safety employee doesn't go by the book, you might be the person suing. So in a real way, all of us in America are partially accountable for the culture we live in and how we got to there. \u003c/p>\n\u003cp>Again, I don't say that to excuse or explain what happened that day. "content": "\u003cp>\u003cstrong>Canadian firm ranks three California cities among the US top ten\u003c/strong>\u003c/p>\n\u003cp>The new ranking places San Francisco at number one because of its \"political leadership and commitment\" in the fight against climate change, according to the study's author, Boyd Cohen of CO2 Impact, a Vancouver-based carbon offsets company. He concedes that makes the term \"climate-ready\" something of a misnomer, as most of the rated activities are intended more for \"mitigation\" than \"adaptation,\" that is more about reducing carbon emissions than actually preparing for the impacts of climate change. Cohen says rating cities on the latter is \"tricky\" because appropriate adaptation measures are different for every city.\u003c/p>\n\u003cp>Cohen, who says his firm works mostly in Latin America, says he has no client relationships with any cities on the list. He concedes that makes the term \"climate-ready\" something of a misnomer, as most of the rated activities are intended more for \"mitigation\" than \"adaptation,\" that is more about reducing carbon emissions than actually preparing for the impacts of climate change. Cohen says rating cities on the latter is \"tricky\" because appropriate adaptation measures are different for every city.\u003c/p>\n\u003cp>Cohen, who says his firm works mostly in Latin America, says he has no client relationships with any cities on the list. He says he plans to continue with the national list and \"make it more robust,\" and has plans to issue a global ranking next month.\u003c/p>\n\u003cp>\u003c/p>\u003c/div>",

(AP) Nearly nine months after federal investigators began probing a deadly pipeline explosion near San Francisco, a California utility quietly revealed its ruptured line had sprung a leak in a nearby spot years before, a top safety official said.\u003c/p>\n\u003cp>National Transportation Safety Board Chair Deborah Hersman called Pacific Gas & Electric Co.’s recent disclosure of the 1988 gas leak “troubling” as she prepared to announce two new safety recommendations at a news conference Wednesday in San Bruno.\u003c/p>\n\u003cp>“If it took them months to realize they had a leak on the same line just nine miles south of the rupture site and only now we’re hearing about it, that’s very troubling,” Hersman said. “They clearly weren’t contemplating this information when they were assessing the risk on this line.”\u003c/p>\n\u003cp>Learning about past problems so long after the investigation began hampers federal investigators’ ability to quickly determine what caused the fatal blast, she said. Hersman added that the recent disclosure shows that PG&E’s record-keeping is inadequate.\u003c/p>\n\u003cp>Company spokeswoman Brittany Chord did not immediately respond to an email Wednesday seeking comment.\u003c/p>\n\u003cp>The board is still probing what caused the Sept. 9 explosion, which sparked a gigantic fireball that engulfed a San Bruno neighborhood and killed eight, injured dozens and destroyed 38 homes.\u003c/p>\n\u003cp>Hersman said the recommendations will press the company to set up new procedures so emergency responders are immediately and directly notified when a possible pipeline rupture occurs.\u003c/p>\n\u003cp>She also planned to ask the Pipeline and Hazardous Materials Safety Administration, which enforces federal rules for the safe operation of interstate pipelines, to urge pipeline operators nationwide to improve emergency communications plans and share more information about their systems with first responders in local communities.\u003c/p>\n\u003cp>Hersman is touring the San Bruno neighborhood torched in the blast and is meeting with families who lost relatives in the explosion. Today the site published an \u003ca href=\"http://www.action-alameda-news.com/2011/06/07/alameda-deputy-fire-chief-says-budget-cuts-are-not-the-reason-man-drowned/\">\u003cstrong>interview with Alameda’s acting Deputy Fire Chief Daren Olson\u003c/strong>\u003c/a> about the incident. \u003c/p>\n\u003cblockquote>\u003cp>In a telephone interview with Alameda’s acting Deputy Fire Chief Daren Olson, the Deputy Chief said the Fire department’s budget cuts in no way impacted their decision to watch 52-year-old Raymond Zack drown...\u003c/p>\n\u003cp>“We do have money for the year 2011-2012, which was put into the budget before the incident (drowning) happened, said Deputy Fire Chief Olson.\u003c/p>\n\u003cp>When Deputy Fire Chief Olson was asked if this program was what prevented firefighters from entering the water he said no. \u003c/p>\n\u003cp>“The man was fully clothed and about 100 yards out. It was hard for us to evaluate him (Raymond Zack). We didn’t know if he was dangerous.”\n\u003c/p>\u003c/blockquote>\n\u003cp>On June 1, KQED freelancer Katrina Schwartz \u003ca href=\"http://ww2.kqed.org/news/2011/06/01/interview-city-of-alameda-fire-chief-on-why-personnel-didnt-attempt-rescue-of-drowning-man/\">interviewed City of Alameda Interim Fire Chief Mike D'Orazi\u003c/a>, who attempted to explain why the public safety workers on the scene declined to intervene. D'Orazi said that the department was decertified in water rescue in 2009 due to budget cuts. A 2009 department memo states that funding for re-certification and training of rescue swimmers had been approved. \u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>\"I am currently scheduling time to complete instructor training and land-based rescue training,\" Division Chief Dale Vogelsang wrote. \"When this training is complete, the Rescue Swimmers will be re-certified as appropriate. We anticipate training to commence within the next 30 to 45 days.\" (\u003cem>Update 8:22 p.m\u003c/em> On \u003ca href=\"http://www.kqed.org/a/forum/R201106070931\">KQED Forum\u003c/a> today, reporter Peter Hegarty of the Bay City News Group said that according to Interim Fire Chief D'Orazi, the training mentioned in the memo never occurred due to budget cuts.) \u003c/p>\n\u003cp>\u003c/p>\n\u003ca href=\"http://www.action-alameda-news.com/2011/06/04/alameda-fire-department-planned-and-budgeted-for-eight-emergency-water-rescue-responses-this-year/\">Action Alameda News\u003c/a> also tracked down another document from the city's web site that appears to cite budgeting for water rescue. We tried to talk with Deputy Chief Olson of the Alameda Fire Department, but after two attempts the receptionist read me the following statement: \n\u003cblockquote>\u003cp>“There will be no more interviews accepted with the press nor statements made to the press regarding the drowning incident until a citywide review is completed.” \u003c/p>\u003c/blockquote>\n\u003cp>\u003cem>Update Jun 8\u003c/em>: Here's a comment we received that disputes the significance of the documents that Action Alameda has posted and KTVU reported on:\u003c/p>\n\u003cblockquote>\u003cp>These documents don't say what you and others claim they do. You should be aware that you are joining a political movement trying to shoehorn assumptions into this for nothing more than political retribution.\u003c/p>\n\u003cp>It is well known that Firefighters perform land-based water rescue all the time, the budget says nothing about assumptions of in-water rescue. The money for in-water rescue was never actually given to the fire department, the training, mentioned in the memo, was never available because the former city manager and former fire chief did not provide it.\u003c/p>\u003c/blockquote>\n\u003cp>We did try to get the Alameda Fire Department's point of view, but they aren't talking to anybody right now. \u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Meanwhile, the Alameda Police Department said it had asked the Alameda County Fire Department, Alameda County Sheriff's Department, the Oakland fire and police departments, and the East Bay Regional Park Police District for help during the incident. You should be aware that you are joining a political movement trying to shoehorn assumptions into this for nothing more than political retribution.\u003c/p>\n\u003cp>It is well known that Firefighters perform land-based water rescue all the time, the budget says nothing about assumptions of in-water rescue. The money for in-water rescue was never actually given to the fire department, the training, mentioned in the memo, was never available because the former city manager and former fire chief did not provide it.\u003c/p>\u003c/blockquote>\n\u003cp>We did try to get the Alameda Fire Department's point of view, but they aren't talking to anybody right now. \u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Meanwhile, the Alameda Police Department said it had asked the Alameda County Fire Department, Alameda County Sheriff's Department, the Oakland fire and police departments, and the East Bay Regional Park Police District for help during the incident.
