I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. (Photo by: Mina Kim/KQED)\u003c/figcaption>\u003c/figure>\n\u003cp>The first autumn rains hit the Bay Area Monday, leaving some North Bay winemakers scrambling to get their grapes in as the first drops fell.\u003c/p>\n\u003cp>Under a sky thick with dark clouds, winemaker James Hall of Patz & Hall wine company in Sonoma, is all smiles.\u003c/p>\n\u003cp>“With this pinot noir vineyard,” Hall said. “I am essentially in the barn, so hallelujah.”\u003c/p>\n\u003cp>Hall stands in front of stacks of white plastic crates brimming with silvery blue grapes. The grape clusters spill onto a sorting table, then through a de-stemmer. Hall said he got this final batch in at 4 a.m., which means his workers picked through Sunday night.\u003c/p>\n\u003cp>“They’re heroes,” Hall said.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>The rains are the latest twist for a vintage that's already smaller and later than usual because of this year’s cool summer.\u003c/p>\n\u003cp>“It’s more work for fewer grapes,\" Hall said. \"That seems to be the theme for 2011.”\u003c/p>\n\u003cp>Hall said he’s thrilled, though, by the grape quality. And to celebrate getting all his pinot and chardonnay grapes in with just hours to spare, Hall said he'll be popping champagne.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>“I’m not certain exactly what, but I know it’s going to be vintage, and it’s going to be expensive.”\u003c/p>\n\n",

The bill, called the Pipeline Transportation Safety Improvement Act of 2011, has nearly unanimous support in the Senate, plus the backing of industry. \u003c/p>\n\u003cp>\u003ca href=\"http://www.gpo.gov/fdsys/pkg/BILLS-112s275is/pdf/BILLS-112s275is.pdf\">You can read the full text of the bill\u003c/a> (pdf), or a \u003ca href=\"http://thomas.loc.gov/cgi-bin/cpquery/?&dbname=cp112&sid=cp1122GHnA&refer=&r_n=sr030.112&item=&&&sel=TOC_19694&\">summary\u003c/a> of the mandates it would impose, including the installation of \"shut-off valves in new or entirely replaced transmission pipelines,\" but not on existing pipelines like the one that exploded in San Bruno. \u003c/p>\n\u003cp>According to the Congressional Budget Office, the net cost of the legislation to the federal government is $46 million over the 2012-2016 period. Or barely a rounding error in the context of the overall budget. You can \u003ca href=\"http://docs.google.com/viewer?a=v&q=cache:tvqwMMWWGcwJ:www.cbo.gov/doc.cfm%3Findex%3D12235+Pipeline+Transportation+Safety+Improvement+Act+of+2011+cbo&hl=en&gl=us&pid=bl&srcid=ADGEESixoFPoGogOR9MYES7LQ0aI3MGdWHFBWacVetxAPc9XmDgn-1yEmFwwEkEBWR4fHZI1g9PUAdR4sXA0rXnQFPU3yckMT4TmRZNTlwsjmd6UCiFEdpD_k-ktkWJCX_mII9ZCPm5g&sig=AHIEtbQ9uuXdsEgg3C38Ut8bBI1Y-0FzbA\">read the estimate here\u003c/a>. \u003c/p>\n\u003cp>\u003c/p>\n\u003cp>Paul is blocking the bill by refusing to agree to a commonly used method to pass legislation in the Senate. From AP:\u003c/p>\n\u003cblockquote>\u003cp>[The bill] was approved without opposition by the Senate Commerce, Science and Transportation Committee in May. Paul is the only senator opposing an effort by the bill's Democratic sponsors to pass it swiftly using \"\u003ca href=\"http://www.senate.gov/reference/glossary_term/unanimous_consent.htm\">unanimous consent\u003c/a>\" procedures that eliminate the need for a time-consuming debate.\u003c/p>\u003c/blockquote>\n\u003cp>So what does Paul have to say about his blocking action? His office issued a statement this morning:\u003c/p>\n\u003cblockquote>\n\u003cp>The Senate can deal with and likely pass the new pipeline regulations bill. In fact, they could have done so at any time since this bill has been ready since July. Time could have been scheduled for debate and votes during any one of the many weeks we sit here all week with few votes. The fact is Senate Democrat leaders woefully mismanage the process in the Senate, leaving days and weeks of ineffectively used time, then asserting that bills need to pass with no debate or vote at all.\u003c/p>\n\u003cp>I believe legislation should have open debate and votes. It need not take weeks. Certainly we could spend an afternoon for the people’s elected representatives to discuss whether they got massive new regulations right. In the case of the pipeline bill, absolutely nothing in the current bill would have prevented the recent pipeline problems, or would have prevented the tragedy in San Bruno last year. The bill puts in place new mandates; it hires new bureaucrats. But it doesn’t properly diagnose the problem, and it grandfathers in the very pipelines that have had recent problems. It makes no sense. As a doctor, I find it offensive to rush through treatment when you haven’t diagnosed the problem properly. \u003c/p>\n\u003cp>I am happy to work with Senate leadership to schedule time to discuss and vote on this bill soon. Perhaps they can even work to correct the fact that this session of the Senate has held the fewest votes in decades, paralyzed by the fear of the majority to do things in the light of day.\n\u003c/p>\u003c/blockquote>\n\u003cp>\u003c/p>\n\u003c!--more-->\u003cbr>\nYesterday, Jackie Speier, San Bruno's House Rep., issued this \u003ca href=\"http://speier.house.gov/index.php?option=com_content&view=article&id=474:speier-criticizes-paul-for-blocking-congressional-action-on-pipeline-safety-&catid=1:press-releases&Itemid=14\">statement about Paul's recalcitrance\u003c/a>:\n\u003cblockquote>\u003cp>Senator Paul is blinded by ideology and in my view, indifferent to the overwhelming evidence that self regulation of the gas industry is a prescription for further death and injury. We must learn the lessons of the deadly pipeline explosion in San Bruno that killed 8 of my constituents. His office issued a statement this morning:\u003c/p>\n\u003cblockquote>\n\u003cp>The Senate can deal with and likely pass the new pipeline regulations bill. In fact, they could have done so at any time since this bill has been ready since July. Time could have been scheduled for debate and votes during any one of the many weeks we sit here all week with few votes. The fact is Senate Democrat leaders woefully mismanage the process in the Senate, leaving days and weeks of ineffectively used time, then asserting that bills need to pass with no debate or vote at all.\u003c/p>\n\u003cp>I believe legislation should have open debate and votes. It need not take weeks. Certainly we could spend an afternoon for the people’s elected representatives to discuss whether they got massive new regulations right. In the case of the pipeline bill, absolutely nothing in the current bill would have prevented the recent pipeline problems, or would have prevented the tragedy in San Bruno last year. The bill puts in place new mandates; it hires new bureaucrats. But it doesn’t properly diagnose the problem, and it grandfathers in the very pipelines that have had recent problems. It makes no sense. As a doctor, I find it offensive to rush through treatment when you haven’t diagnosed the problem properly. \u003c/p>\n\u003cp>I am happy to work with Senate leadership to schedule time to discuss and vote on this bill soon. Perhaps they can even work to correct the fact that this session of the Senate has held the fewest votes in decades, paralyzed by the fear of the majority to do things in the light of day.\n\u003c/p>\u003c/blockquote>\n\u003cp>\u003c/p>\n\u003c!--more-->\u003cbr>\nYesterday, Jackie Speier, San Bruno's House Rep., issued this \u003ca href=\"http://speier.house.gov/index.php?option=com_content&view=article&id=474:speier-criticizes-paul-for-blocking-congressional-action-on-pipeline-safety-&catid=1:press-releases&Itemid=14\">statement about Paul's recalcitrance\u003c/a>:\n\u003cblockquote>\u003cp>Senator Paul is blinded by ideology and in my view, indifferent to the overwhelming evidence that self regulation of the gas industry is a prescription for further death and injury. Under the American Recovery and Reinvestment Act, that credit was boosted from 10 percent to 30 percent through 2016.\u003c/p>\n\u003cp>But in August 2009, the IRS also determined that companies buying Solyndra products would qualify for another 30 percent tax credit – as long as they were installed on roofs painted white to reflect the sun. At the time, only Solyndra was selling products that would work on so-called \"cool roofs.\" \u003c!--more-->\u003c/p>\n\u003cp>Energy Secretary Steven Chu, a Nobel Prize-winning physicist and former director of the Lawrence Berkeley National Laboratory, had been pushing the cool-roofs model as a low-cost way to adapt to global warming and reduce the so-called “urban heat island effect.”\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Chu's idea has been lauded by most scientists, but there is a catch. Conventional solar panels don't work in conjunction with cool roofs – they get in the way and can't absorb the reflected energy. Solyndra's products would work because their 360-degree cylindrical design allows them to absorb reflected light, especially from cool roofs.\u003c/p>\n\u003cp>“If this flat roof was painted white, it would reflect energy onto the bottom of tubes. A typical solar panel can only receive energy from one side,” said Benjamin Higgins, director of government affairs for Mainstream Energy Corp., an installer and distributor of solar panels in San Luis Obispo.\u003c/p>\n\u003cp>In its ruling, the IRS effectively gave Solyndra's customers the opportunity to benefit twice from tax credits – once for installing a cool roof and again for installing the company's solar cylinders. \"One of the most important considerations in the United States are federal tax incentives that apply to both solar systems and the roof,\" Solyndra touted on its website.\u003c/p>\n\u003cp>“It would have given assurance that if a taxpayer purchased Solyndra's product, it would have likely been eligible for the tax deduction,” said Blake Christian, a partner at Holthouse Carlin & Van Trigt LLP, a Long Beach accounting practice that advises its clients on IRS rulings.\u003c/p>\n\u003cp>The favorable tax ruling for Solyndra's customers came at a critical time for the company – just a few weeks before the $535 million loan approval from the Energy Department. At the time, the company was engaged in a $1.9 million lobbying campaign to secure the federal loan.\u003c/p>\n\u003cp>A so-called IRS \"private letter ruling\" like the one favoring Solyndra's customers can often can take months or a year to secure. And they aren't cheap, with costs ranging from $150,000 to $200,000 in legal fees to specialty tax law firms to write the brief, according to tax attorneys.\u003c/p>\n\u003cp>“If there was a quick turnaround by the IRS, that raises some questions,” said Mainstream Energy's Higgins. “Often, these PLRs are like Freedom of Information Act requests, and they take months, if not years.”\u003c/p>\n\u003cp>Michelle Eldridge, an IRS spokeswoman, declined comment, citing taxpayer confidentiality. "content": "\u003cp>The \u003ca href=\"http://www.ntsb.gov/doclib/reports/2011/PAR1101.pdf\">NTSB has released its final, 140-page report on the San Bruno disaster\u003c/a> (pdf) of a year ago. \u003c/p>\n\u003cp>Here is the \u003ca href=\"http://www.ntsb.gov/news/events/2011/san_bruno_ca/index.html\">Executive Summary, Investigation Synopsis, and 28 Findings\u003c/a>, which were released last month at a \u003ca href=\"http://ww2.kqed.org/news/2011/08/30/live-now-ntsb-san-bruno-hearing/\">scathing hearing\u003c/a> on the causes of the accident. \u003c/p>\n\u003cp>That capped an agency investigation that pinned the blame squarely on organizational incompetence by PG&E, with lax oversight by the California Public Utilities Commission and the federal Pipeline and Hazardous Materials Safety Administration as contributing factors. \u003c/p>\n\u003cp>Here's PG&E's statement today:\u003c/p>\n\u003cblockquote>\n\u003cp>SAN FRANCISCO, Calif. – Pacific Gas and Electric Company (PG&E) today issued the following statement from President Chris Johns following the release of the National Transportation Safety Board's (NTSB) final report on the San Bruno accident investigation:\u003c/p>\n\u003cp>PG&E is grateful for the NTSB’s thorough investigation of the San Bruno pipeline accident and fully embraces the Board’s recommendations for improving the operations and management of the company’s natural gas system. We are implementing those recommendations as part of a larger effort, both immediate and long-term, to promote safer pipeline operations.\u003c/p>\n\u003cp>We are committed to continuing to learn from the San Bruno accident and to sharing those learnings across the natural gas industry so that a tragedy of this magnitude never happens again.
