"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. I also guest host for KQED’s \u003ci>Forum\u003c/i>, as well as the Commonwealth Club in San Francisco. • I speak periodically on media, democracy and technology issues, and do voiceover work for documentaries and educational video projects. • Outside of the studio, you'll find me hiking Bay Area trails and whipping up Insta-ready meals in my kitchen. • I do not accept gifts, money, or favors from anyone connected to my reporting, I don't pay people for information, and I do not support or donate to political causes. • I strive to treat the people I report on with fairness, honesty, and respect. I also recognize there are often multiple sides to a story and work to verify information through multiple sources and documentation. If I get something wrong, I correct it.",

Except for my mother, who doesn’t own a cell phone and never learned how to program her VCR before it became obsolete, I don’t know anyone who doesn’t use it. Still, I have to say, I’m feeling a little over-saturated with news about the company. The book, the movie, the privacy-policy updates and design changes… As an observer who is required to keep an eye on the information stream, I feel overloaded with Facebook, the \u003cem>entity\u003c/em>.\u003c/p>\n\u003cp>\u003c/p>\nBack when I used to work for Yahoo!, there came a point when many of us lower-level employees got the distinct impression that the brand was in the midst of a negative reevaluation in the public mind. The evidence presented itself in stages — where once you used to be able to count on big smiles and eager questioning upon stating your place of business, one day you all of a sudden were met with an indifferent nod bordering on a scowl. Eventually, that non-verbal reaction turned into active kvetching: “Hey I can’t log on to my Yahoo! Mail,” you might hear. “My Yahoo! Finance portfolio disappeared! Can you help me?”\n\u003cp>\u003c!--more-->\u003c/p>\n\u003cp>Yahoo! of course made a series of well-documented \u003ca href=\"http://online.wsj.com/article/SB123198352969584105.html\">missteps\u003c/a> in yielding the original Internet Darling Crown to eBay, Google, Twitter, and Facebook, roughly in that order. Still, I have my own admittedly unempirical theory about the descent. This axiom equates a company’s positive public perception inversely to the frequency with which your average befuddled person hears its name per week. In my mind, the seeds of Yahoo!’s \u003ca href=\"http://www.sfgate.com/cgi-bin/article.cgi?f=/g/a/2010/11/12/businessinsider-yahoo-layoffs-2010-11.DTL\">decline\u003c/a> were planted when someone decided it was a good idea to affix the company monicker to as many common nouns as syntactically possible: Yahoo! Pets, Yahoo! Autos, Yahoo! Education, Yahoo! Fuzzy Dice… It just didn’t stop. Who could take that much of \u003cem>anything\u003c/em>? I mean, doesn’t the phrase, “I’m tired of hearing about…” apply just as much to corporations as it does to Ben Affleck and Jennifer Lopez?\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>I think this phenomenon — and again I’m pretty much speaking out my bellybutton here — is even more pronounced today, because most people either cannot or do not want to absorb one more \u003cem>required\u003c/em> means of keeping in touch. I myself was dragged kicking and screaming by the mouse cord onto Twitter, and that was only out of professional necessity. Sure, I \u003cem>like\u003c/em> it now, but boy did I get sick of hearing about it in those antediluvian Internet days of, like, earlier in the year, when I made an educated guess that Twitter must, in fact, be the street name for cocaine.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>I know people — mostly older than myself, to be sure — who will actually wince when you mention the latest must-participate application. They just can’t cope. And although I am firmly entrenched as a Facebook user, the near mania over the company somehow triggers that part of me that \u003cem>knows\u003c/em> I can’t keep up forever, that will sooner or later yield and stay pat, sticking with VHS tapes over DVD discs, CDs over MP3s, judicious use of a prehensile thumb over a breakthrough telekinesis app…\u003c/p>\n\u003cp>And far from cultivating within me a sense of long-awaited tranquility, what this spurs, I’m noticing, is something else:\u003c/p>\n\u003cp>Resentment.\u003c/p>\n\u003cp>And I’m reminded of a NY Times \u003ca href=\"http://www.nytimes.com/2010/10/07/us/politics/07bai.html\">article\u003c/a> on the wave of voter disgust that fueled the Republican takeover this election cycle. The report looked at a focus group that measured the concerns and anxieties of the critical independent-voter demographic.\u003c/p>\n\u003cp>\u003c/p>\n\u003cblockquote>\u003cp>The focus group that met here in New Jersey on Monday included a bartender, a lawyer and a school bus driver. The dominant theme of the discussion, in which jobs and taxes came up only in passing, seemed to be the larger breakdown of civil society — the disappearance of common courtesy, the \u003cem>relentless stream of data from digital devices\u003c/em>, the proliferation of lawsuits and the insidious influence of media on their children.\u003c/p>\u003c/blockquote>\n\u003cp>\u003c/p>\nI totally get that part about the digital data. These are hard times. And the information inundation — from the latest earth-shaking event across the globe to the emotional status of your best friend in third grade, helpfully posted online — seems infinite. This week, we turn to The California Report's Scott Shafer for the skinny on \u003ca href=\"http://www.ballotpedia.org/wiki/index.php/California_Proposition_26,_Supermajority_Vote_to_Pass_New_Taxes_and_Fees_%282010%29\">Proposition 26\u003c/a>.\u003c/p>\n\u003cp>\u003cem>QUESTION\u003c/em>\u003c/p>\n\u003cp>In a nutshell, what exactly is Prop 26?\u003c/p>\n\u003cp>\u003cem>SCOTT SHAFER\u003c/em>\u003c/p>\n\u003cp>Prop. 26 sounds like eye-glazing government minutia – and it kind of is. But it’s also really important.\u003c/p>\n\u003cp>[ad fullwidth]\u003c/p>\n\u003cp>Some background: Two important ways that state and local government raise revenue are through taxes and fees. Taxes (income, property and sales primarily) go into the General Fund and are used for the general costs of government. State law requires a 2/3 majority to pass a tax increase.\u003c/p>\n\u003cp>But fees – on everything from cigarettes to gas suppliers – require just a \u003ca href=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2010/10/CaliforniaBear1.jpg\">\u003cimg class=\"alignleft size-medium wp-image-3426\" title=\"CaliforniaBear\" src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2010/10/CaliforniaBear1-300x200.jpg\" alt=\"\" width=\"200\" height=\"132\">\u003c/a>majority vote by the state or local legislature/city council. The catch is they must be used to pay for a specific service or program benefiting individuals or businesses.\u003c/p>\n\u003cp>State and local governments often turn to fees to free up money from the General Fund, which is used to pay for services like schools, roads, etc. They’re also easier to get enacted because they only take a majority vote, and no vote of the people. And it often seems fair to, say, charge gasoline or oil suppliers to pay a fee to help mitigate the costs of cleaning up air pollution or MTBE contamination related to their product.\u003c/p>\n\u003cp>Prop. 26 would change that and redefine many fees as taxes, thus requiring a 2/3 vote to enact or raise them.\u003c/p>\n\u003cp>One other thing. Tucked into the measure is a repeal of recently passed laws that conflict with Prop. 26, such as a recent increase in the fuel tax. That helps explain why the largest donor to the Yes on 26 campaign is Chevron.\u003c/p>\n\u003cp>\u003c!--more-->\u003c/p>\n\u003cp>\u003cem>QUESTION\u003c/em>\u003c/p>\n\u003cp>If it passes, what exactly are the fees that would be subjected to a 2/3 vote?\u003c/p>\n\u003cp>\u003cem>SCOTT SHAFER\u003c/em>\u003c/p>\n\u003cp>Too many to name. Generally speaking, fees that would become taxes are ones government imposes to address health, environmental or other societal or economic concerns. It could include, for example, fees on public utilities, restaurants, oil and gas suppliers, sellers of alcoholic beverages and tobacco.\u003c/p>\n\u003cp>Fees that would not be affected include user fees (like state park entrance fees) and property charges (like those that developers pay to improve roads).\u003c/p>\n\u003cp>\u003cem>QUESTION\u003c/em>\u003c/p>\n\u003cp>Who’s behind Prop 26 and why? How much money have they sunk into the campaign?\u003c/p>\n\u003cp>\u003cem>SCOTT SHAFER\u003c/em>\u003c/p>\n\u003cp>Prop. 26 got on the ballot through a signature gathering campaign funded by large businesses, including Chevron, the American Beverage Association and the California Chamber of Commerce. They represent the kinds of companies who are often the “targets” of these fees. And they would benefit if it passes.\u003c/p>\n\u003cp>\u003cem>QUESTION\u003c/em>\u003c/p>\n\u003cp>Who’s opposed?\u003c/p>\n\u003cp>\u003cem>SCOTT SHAFER\u003c/em>\u003c/p>\n\u003cp>The No on 26 campaign has been vastly outraised. Most of the big contributions come from labor unions. As you might imagine, Jerry Brown (and almost all local officials) oppose Prop. 26, while Meg Whitman (and many Republicans and most business groups) support it.\u003c/p>\n\u003cp>One other note: Both the Yes and No on 26 campaigns are running joint efforts aimed at both Prop. 26 and Prop. 25 (the majority vote on the budget measure). So there’s a \u003ca href=\"http://www.no25yes26.com\">No on 25/Yes on 26\u003c/a> effort and a \u003ca href=\"http://www.endbudgetgridlock.com/\">Yes on 25/No on 26\u003c/a> campaign. Combined, the No on 25/Yes on 26 campaign has vastly out-raised the other side.\u003c/p>\n\u003cp>\u003cem>QUESTION\u003c/em>\u003c/p>\n\u003cp>I read a report that that the oil companies have given up on Prop 23 but are still hopeful about Prop 26. True? What do the polls show?\u003c/p>\n\u003cp>\u003cem>SCOTT SHAFER\u003c/em>\u003c/p>\n\u003cp>Dan Morain of the Sacramento Bee \u003ca href=\"http://www.sacbee.com/2010/10/17/3108147/as-prop-23-dives-money-goes-elsewhere.html\">reported\u003c/a> that with polls showing Prop. 23 tanking, its business supporters have started sending their contributions to the Yes on Prop. 26 campaign. Examples of big contributions in the past week or so: California Chamber of Commerce: $600,000; American Beverage Association: $1.25 million, Chevron: $1.25 million.\u003c/p>\n\u003cp>Most major polling firms haven’t done much polling on Prop. 26 so it’s hard to say where it’s heading.\u003c/p>\n\u003cp>\u003cem>QUESTION\u003c/em>\u003c/p>\n\u003cp>Is there a trend in the initiative process in which big business is more frequently floating narrowly tailored, self-interested propositions? Taxes (income, property and sales primarily) go into the General Fund and are used for the general costs of government. State law requires a 2/3 majority to pass a tax increase.\u003c/p>\n\u003cp>But fees – on everything from cigarettes to gas suppliers – require just a \u003ca href=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2010/10/CaliforniaBear1.jpg\">\u003cimg class=\"alignleft size-medium wp-image-3426\" title=\"CaliforniaBear\" src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2010/10/CaliforniaBear1-300x200.jpg\" alt=\"\" width=\"200\" height=\"132\">\u003c/a>majority vote by the state or local legislature/city council. The catch is they must be used to pay for a specific service or program benefiting individuals or businesses.\u003c/p>\n\u003cp>State and local governments often turn to fees to free up money from the General Fund, which is used to pay for services like schools, roads, etc. They’re also easier to get enacted because they only take a majority vote, and no vote of the people. And it often seems fair to, say, charge gasoline or oil suppliers to pay a fee to help mitigate the costs of cleaning up air pollution or MTBE contamination related to their product.\u003c/p>\n\u003cp>Prop. 26 would change that and redefine many fees as taxes, thus requiring a 2/3 vote to enact or raise them.\u003c/p>\n\u003cp>One other thing. Tucked into the measure is a repeal of recently passed laws that conflict with Prop. 26, such as a recent increase in the fuel tax. That helps explain why the largest donor to the Yes on 26 campaign is Chevron.\u003c/p>\n\u003cp>\u003c!--more-->\u003c/p>\n\u003cp>\u003cem>QUESTION\u003c/em>\u003c/p>\n\u003cp>If it passes, what exactly are the fees that would be subjected to a 2/3 vote?\u003c/p>\n\u003cp>\u003cem>SCOTT SHAFER\u003c/em>\u003c/p>\n\u003cp>Too many to name. Generally speaking, fees that would become taxes are ones government imposes to address health, environmental or other societal or economic concerns. It could include, for example, fees on public utilities, restaurants, oil and gas suppliers, sellers of alcoholic beverages and tobacco.\u003c/p>\n\u003cp>Fees that would not be affected include user fees (like state park entrance fees) and property charges (like those that developers pay to improve roads).\u003c/p>\n\u003cp>\u003cem>QUESTION\u003c/em>\u003c/p>\n\u003cp>Who’s behind Prop 26 and why? How much money have they sunk into the campaign?\u003c/p>\n\u003cp>\u003cem>SCOTT SHAFER\u003c/em>\u003c/p>\n\u003cp>Prop. 26 got on the ballot through a signature gathering campaign funded by large businesses, including Chevron, the American Beverage Association and the California Chamber of Commerce. They represent the kinds of companies who are often the “targets” of these fees. And they would benefit if it passes.\u003c/p>\n\u003cp>\u003cem>QUESTION\u003c/em>\u003c/p>\n\u003cp>Who’s opposed?\u003c/p>\n\u003cp>\u003cem>SCOTT SHAFER\u003c/em>\u003c/p>\n\u003cp>The No on 26 campaign has been vastly outraised. Most of the big contributions come from labor unions. As you might imagine, Jerry Brown (and almost all local officials) oppose Prop. 26, while Meg Whitman (and many Republicans and most business groups) support it.\u003c/p>\n\u003cp>One other note: Both the Yes and No on 26 campaigns are running joint efforts aimed at both Prop. 26 and Prop. 25 (the majority vote on the budget measure). So there’s a \u003ca href=\"http://www.no25yes26.com\">No on 25/Yes on 26\u003c/a> effort and a \u003ca href=\"http://www.endbudgetgridlock.com/\">Yes on 25/No on 26\u003c/a> campaign. Combined, the No on 25/Yes on 26 campaign has vastly out-raised the other side.\u003c/p>\n\u003cp>\u003cem>QUESTION\u003c/em>\u003c/p>\n\u003cp>I read a report that that the oil companies have given up on Prop 23 but are still hopeful about Prop 26. True? What do the polls show?\u003c/p>\n\u003cp>\u003cem>SCOTT SHAFER\u003c/em>\u003c/p>\n\u003cp>Dan Morain of the Sacramento Bee \u003ca href=\"http://www.sacbee.com/2010/10/17/3108147/as-prop-23-dives-money-goes-elsewhere.html\">reported\u003c/a> that with polls showing Prop. 23 tanking, its business supporters have started sending their contributions to the Yes on Prop. 26 campaign.
