"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. I also guest host for KQED’s \u003ci>Forum\u003c/i>, as well as the Commonwealth Club in San Francisco. • I speak periodically on media, democracy and technology issues, and do voiceover work for documentaries and educational video projects. • Outside of the studio, you'll find me hiking Bay Area trails and whipping up Insta-ready meals in my kitchen. • I do not accept gifts, money, or favors from anyone connected to my reporting, I don't pay people for information, and I do not support or donate to political causes. • I strive to treat the people I report on with fairness, honesty, and respect. I also recognize there are often multiple sides to a story and work to verify information through multiple sources and documentation. If I get something wrong, I correct it.",

I just can't quit you...\u003cbr>\n\u003c!--more-->\u003c/p>\n\u003cp>Here's what the \u003ca href=\"http://www.nytimes.com/2011/02/07/arts/design/07google.html\">New York Times\u003c/a> art critic Roberta Smith wrote about Art Project yesterday:\u003c/p>\n\u003cblockquote>\u003cp>\nIf art is among your full-blown obsessions or just a budding interest, Google, which has already altered the collective universe in so many ways, changed your life last week. It unveiled its Art Project, a Web endeavor that offers easy, if not yet seamless, access to some of the art treasures and interiors of 17 museums in the United States and Europe.\u003c/p>\n\u003cp>It is very much a work in progress, full of bugs and information gaps, and sometimes blurry, careering virtual tours. CRPE community organizers and attorneys worked hand in hand to prepare San Joaquin Valley residents to participate in the Air Resources Board’s hearing process, and hired buses to transport residents to Sacramento.\u003c/p>\n\u003cp>ARB ignored Valley residents’ during the public comment process and then threw them under the bus in favor of the industry-preferred approach of using a market-based “Cap and Trade” program. Cap and Trade allows a major emitter of greenhouse gases to buy “reductions” from someone else and not reduce their own pollution, which would deprive nearby residents from the benefits of toxic, smog, and particulate matter pollution reductions that would accompany the carbon dioxide reductions. Environmental justice communities burdened by huge industrial concentrations of pollution would likely see no benefits when major polluters buy their way out instead of lowering their pollution.\u003c/p>\n\u003cp>On June 10, 2009, the residents and groups sued ARB in order to ensure that AB 32’s implementation was consistent with its letter and spirit. It starts selling the phone in stores next Thursday. Previously, AT&T Inc. has been the exclusive carrier for Apple Inc.'s iPhone in the U.S.\u003c/p>\n\u003cp>Verizon isn't planning to slow data speeds for heavy users by default, Nelson said. Where there are few other users who connect to the local wireless tower, heavy data use may not affect others.\u003c/p>\n\u003cp>Nelson said Verizon won't throttle speeds for subscribers who signed their data-plan contracts before Thursday, nor will it do so for users on limited plans. The growth in smart phone use in general prompted it, he said.\u003c/p>\n\u003cp>``This is looking ahead and making sure that our customers get the experience that they expect from us,'' Nelson said. ``We all have seen what happens when a company doesn't manage its network.''a\u003c/p>\n\u003cp>Verizon started taking pre-orders for the iPhone from current subscribers at midnight. It starts selling the phone in stores next Thursday. Previously, AT&T Inc. has been the exclusive carrier for Apple Inc.'s iPhone in the U.S.\u003c/p>\n\u003cp>Verizon isn't planning to slow data speeds for heavy users by default, Nelson said. Where there are few other users who connect to the local wireless tower, heavy data use may not affect others.\u003c/p>\n\u003cp>Nelson said Verizon won't throttle speeds for subscribers who signed their data-plan contracts before Thursday, nor will it do so for users on limited plans. They pay extra when they use more than their monthly data allotment.\u003c/p>\n\u003cp>Verizon has said that the unlimited data plan for the iPhone is a temporary measure designed to give it a marketing edge over AT&T Inc., which provides only limited plans for new customers.\u003c/p>\n\u003cp>All wireless carriers report that a small number of wireless users account for the majority of data use. Video and audio streaming services are typically the ones that push up data usage.\u003c/p>\n\u003cp>T-Mobile USA already throttles the speeds of some heavy smart-phone users. Jerry Brown appointed longtime PG&E detractor Mike Florio to the agency in charge of regulating it — an action that may not quite be the equivalent of charging Michael Pollen with oversight of food companies, but is at least in the neighborhood. (Maybe \u003ca href=\"http://www.mindfully.org/Industry/Brockovich-PG&E-Again.htm\">Erin Brockovich\u003c/a> will get a call too…)\u003c/p>\n\u003cp>The train of bad news really started chugging last Friday, when the National Transportation Safety Board said it had discovered a severely stressed weld on a seam of the San Bruno gas pipeline that exploded last year, killing eight people and destroying 38 homes. PG&E’s records had indicated that the weld was seamless. From the \u003ca href=\"http://articles.sfgate.com/2011-01-22/news/27043412_1_pg-e-seam-uc-berkeley-engineering/2\">Chronicle\u003c/a>:\u003c/p>\n\u003cblockquote>\u003cp>The incomplete weld, experts say, was so inferior as to be substandard even at the time of the pipe’s installation in 1956. Its vulnerability casts further doubt on the validity of the already-questioned pressure peak level, set by PG&E at 400 pounds per square inch, on the line.\u003c/p>\n\u003cp>PG&E’s records – shown by investigators to be in error – indicated that the line was seamless, when in fact the San Bruno site was part of a cobbled assortment of potentially inferior 4-foot-long seamed pipes of apparently unknown origin. Records for hundreds of miles of pipelines elsewhere in PG&E’s system are now under scrutiny and regulators might compel the use of high-pressure water testing to seek out similar weld flaws.\u003c/p>\u003c/blockquote>\n\u003cp>\u003c!--more-->\u003cbr>\nThe weld’s inferior condition was underscored by the Chronicle’s previous discovery that PG&E had \u003ca href=\"http://articles.sfgate.com/2011-01-16/news/27032153_1_pg-e-transmission-lines-pressure-increases\">increased pressure\u003c/a> on the pipeline, as well as on others. \u003ca href=\"http://speier.house.gov/\">Jackie Speier\u003c/a>, who represents San Bruno in the House, called the company’s practice of spiking pipeline pressure “Russian roulette.” \u003c/p>\n\u003cp>This week, NTSB Chairwoman Deborah Hersman blasted PG&E for its shoddy recordkeeping. Again from the \u003ca href=\"http://www.sfgate.com/cgi-bin/article.cgi?f=%2Fc%2Fa%2F2011%2F01%2F26%2FMNMR1HENLJ.DTL\">Chronicle\u003c/a>: \u003c/p>\n\u003cblockquote>\u003cp>Deborah Hersman described how her investigators learned shortly after the 30-inch transmission pipeline exploded Sept. 9 that PG&E had no clue about the line’s characteristics, and said that to this day the company has been unable to find basic records on the manufacture and 1956 installation of the pipe. Florio was the longtime attorney of \u003ca href=\"http://www.turn.org/\">TURN\u003c/a>, a vocal consumer watchdog group that has frequently opposed the utility. Yesterday, sitting at his first meeting as commissioner, Florio indicated in \u003ca href=\"http://ww2.kqed.org/news/2011/01/27/new-commissioner-mike-florio-speaks-to-press-after-todays-puc-meeting/\">remarks to reporters\u003c/a> that an enforcement proceeding against PG&E was very possible. \u003c/p>\n\u003cp>The company’s multiplying woes have also been a drag on the reputation of its regulator.Last Tuesday, San Mateo County District Attorney Steve Wagstaffe, who is reviewing the possibility of civil or criminal charges related to the case, complained that the \u003ca href=\"http://www.mercurynews.com/breaking-news/ci_17132640\">PUC\u003c/a> has been slow to turn over documents his office requested. Meanwhile, under \u003ca href=\"http://www.mercurynews.com/san-bruno-fire/ci_17209137\">pressure\u003c/a> from San Francisco City Attorney Dennis Herrera and State Sen. Mark Leno, the commission announced that it will \u003ca href=\"http://www.mercurynews.com/san-bruno-fire/ci_17221297\">hold public hearings\u003c/a> on the disaster.\u003c/p>\n\u003cp>The PUC took a further hit when the Chronicle’s \u003ca href=\"http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2011/01/25/BAEI1HE615.DTL\">Matier & Ross\u003c/a> reported that the agency had created a foundation to “solicit money from the very companies it is supposed to be keeping an eye on.” Though even TURN and \u003ca href=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/01/FlorioAppearance.mp3\">Florio\u003c/a> minimized its importance, Assemblyman Jerry Hill (who engaged in a \u003ca href=\"http://ww2.kqed.org/news/2011/01/14/video-jerry-hill-commissioner-in-heated-exchange-at-cpuc-meeting/\">public argument\u003c/a> with commission president Mike Peevey two weeks ago) \u003ca href=\"http://www.mercurynews.com/san-bruno-fire/ci_17222004\">blasted\u003c/a> the agency for a conflict of interest.\u003c/p>\n\u003cp>With hearings scheduled, detractors empowered, civil and criminal charges under consideration, officials on the warpath, and the final NTSB report still to come, the utility may be able to decrease pressure on its pipelines, but is unlikely to do so on itself.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>And then there’s the whole \u003ca href=\"http://www.mercurynews.com/business/ci_17079860\">SmartMeter thing\u003c/a>…\u003c/p>\n\n",

Yesterday, sitting at his first meeting as commissioner, Florio indicated in \u003ca href=\"http://ww2.kqed.org/news/2011/01/27/new-commissioner-mike-florio-speaks-to-press-after-todays-puc-meeting/\">remarks to reporters\u003c/a> that an enforcement proceeding against PG&E was very possible. \u003c/p>\n\u003cp>The company’s multiplying woes have also been a drag on the reputation of its regulator.Last Tuesday, San Mateo County District Attorney Steve Wagstaffe, who is reviewing the possibility of civil or criminal charges related to the case, complained that the \u003ca href=\"http://www.mercurynews.com/breaking-news/ci_17132640\">PUC\u003c/a> has been slow to turn over documents his office requested. Meanwhile, under \u003ca href=\"http://www.mercurynews.com/san-bruno-fire/ci_17209137\">pressure\u003c/a> from San Francisco City Attorney Dennis Herrera and State Sen. Mark Leno, the commission announced that it will \u003ca href=\"http://www.mercurynews.com/san-bruno-fire/ci_17221297\">hold public hearings\u003c/a> on the disaster.\u003c/p>\n\u003cp>The PUC took a further hit when the Chronicle’s \u003ca href=\"http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2011/01/25/BAEI1HE615.DTL\">Matier & Ross\u003c/a> reported that the agency had created a foundation to “solicit money from the very companies it is supposed to be keeping an eye on.” Though even TURN and \u003ca href=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/01/FlorioAppearance.mp3\">Florio\u003c/a> minimized its importance, Assemblyman Jerry Hill (who engaged in a \u003ca href=\"http://ww2.kqed.org/news/2011/01/14/video-jerry-hill-commissioner-in-heated-exchange-at-cpuc-meeting/\">public argument\u003c/a> with commission president Mike Peevey two weeks ago) \u003ca href=\"http://www.mercurynews.com/san-bruno-fire/ci_17222004\">blasted\u003c/a> the agency for a conflict of interest.\u003c/p>\n\u003cp>With hearings scheduled, detractors empowered, civil and criminal charges under consideration, officials on the warpath, and the final NTSB report still to come, the utility may be able to decrease pressure on its pipelines, but is unlikely to do so on itself.\u003c/p>\n\u003cp>\u003c/p>\n\u003cp>And then there’s the whole \u003ca href=\"http://www.mercurynews.com/business/ci_17079860\">SmartMeter thing\u003c/a>…\u003c/p>\n\n\u003c/div>\u003c/p>",
