"bio": "• I write and edit stories about how Silicon Valley power and policies shape everyday life in California. I’m also passionate about making Bay Area history and culture more accessible to a broad public. • I’ve been a journalist for most of my life, starting in high school with The Franklin Press in Los Angeles, where I grew up. While earning my first degree in English at UC Berkeley, I got my start in public radio at KALX-FM. After completing a second degree in journalism at Cal, I landed my first professional job at Marketplace, then moved on to KPCC (now LAist), and then KQED, where I hosted The California Report for more than seven years. • My reporting has appeared on NPR, The World, WBUR’s \u003ci>Here & Now\u003c/i>, and the BBC. For the \u003ca href=\"http://www.redvicmoviehouse.com/\">Red Vic Movie House\u003c/a>, purveyor since 1981 of second-run, independent, and retro fare eschewed by mass audiences hot and heavy for the newest Hollywood blockbuster, it was the final fade-out. Curtains down. The Last Victure Show.\u003c/p>\n\u003cp>I didn’t go. The time to support the Vic was in \u003ca href=\"http://ww2.kqed.org/news/2010/12/01/financial-problems-could-close-curtain-on-red-vic-movie-house/\">December\u003c/a>, when Vic co-op member Claudia Lehan told us the theater was “month-to-month,” due to attendance drop-off and a large debt. Or maybe in \u003ca href=\"http://ww2.kqed.org/news/2010/12/01/financial-problems-could-close-curtain-on-red-vic-movie-house/\">January\u003c/a>, when Lehan said “we’re still somewhat desperate.” Or even \u003ca href=\"http://ww2.kqed.org/news/2011/05/25/red-vic-movie-theater-likely-to-close-july-25/\">May\u003c/a>, when Lehan conceded “we’re near the end,” but still hoped for a miracle — a George Lucas, perhaps, to swoop in and revive the theater’s fortunes. You know, like in the movies.\u003c/p>\n\u003cp>But no. I didn’t pay my respects on any of those occasions either. Like so many other narrative junkies, I no longer care to procure my fix by actually leaving the house. HBO, Netflix, iTunes, home theater… Where once I raced to see a film like, say, \u003cem>Touch of Evil\u003c/em>, on-screen \u003ca href=\"http://www.redvicmoviehouse.com/show.php?pageid=1114\">at the Red Vic\u003c/a> last week, now I \u003cem>schlep\u003c/em> there. And if I really have a hankering for Orson Welles’ late-noir classic, I own it, the celluloid purist in me now frequently trumped by considerations of finance, time and family.\u003c/p>\n\u003cp>Twenty years ago, I remember waiting in line at the Red Vic for well over an hour to see \u003ca href=\"http://www.youtube.com/watch?v=dgpfMxYFSmE\">\u003cem>The 5,000 Fingers of Dr. T\u003c/em>\u003c/a>. If I wanted to see last night’s programmed finale, \u003cem>Harold and Maude\u003c/em>, well, someone has actually put the \u003ca href=\"http://www.youtube.com/watch?v=b6n1adZgY2I\">entire film\u003c/a> on YouTube.\u003c/p>\n\u003cp>But I used to go, and go often. While the Vic was never what I’d call a cathedral to moviegoing, it was still a fine place to indulge a worship of escapism. For the \u003ca href=\"http://www.redvicmoviehouse.com/\">Red Vic Movie House\u003c/a>, purveyor since 1981 of second-run, independent, and retro fare eschewed by mass audiences hot and heavy for the newest Hollywood blockbuster, it was the final fade-out. Curtains down. The Last Victure Show.\u003c/p>\n\u003cp>I didn’t go. The time to support the Vic was in \u003ca href=\"http://ww2.kqed.org/news/2010/12/01/financial-problems-could-close-curtain-on-red-vic-movie-house/\">December\u003c/a>, when Vic co-op member Claudia Lehan told us the theater was “month-to-month,” due to attendance drop-off and a large debt. Or maybe in \u003ca href=\"http://ww2.kqed.org/news/2010/12/01/financial-problems-could-close-curtain-on-red-vic-movie-house/\">January\u003c/a>, when Lehan said “we’re still somewhat desperate.” Or even \u003ca href=\"http://ww2.kqed.org/news/2011/05/25/red-vic-movie-theater-likely-to-close-july-25/\">May\u003c/a>, when Lehan conceded “we’re near the end,” but still hoped for a miracle — a George Lucas, perhaps, to swoop in and revive the theater’s fortunes. You know, like in the movies.\u003c/p>\n\u003cp>But no. I didn’t pay my respects on any of those occasions either. Like so many other narrative junkies, I no longer care to procure my fix by actually leaving the house. HBO, Netflix, iTunes, home theater… Where once I raced to see a film like, say, \u003cem>Touch of Evil\u003c/em>, on-screen \u003ca href=\"http://www.redvicmoviehouse.com/show.php?pageid=1114\">at the Red Vic\u003c/a> last week, now I \u003cem>schlep\u003c/em> there. And if I really have a hankering for Orson Welles’ late-noir classic, I own it, the celluloid purist in me now frequently trumped by considerations of finance, time and family.\u003c/p>\n\u003cp>Twenty years ago, I remember waiting in line at the Red Vic for well over an hour to see \u003ca href=\"http://www.youtube.com/watch?v=dgpfMxYFSmE\">\u003cem>The 5,000 Fingers of Dr. T\u003c/em>\u003c/a>. If I wanted to see last night’s programmed finale, \u003cem>Harold and Maude\u003c/em>, well, someone has actually put the \u003ca href=\"http://www.youtube.com/watch?v=b6n1adZgY2I\">entire film\u003c/a> on YouTube.\u003c/p>\n\u003cp>But I used to go, and go often. While the Vic was never what I’d call a cathedral to moviegoing, it was still a fine place to indulge a worship of escapism. And like some of the old ballparks, its slightly ratty atmospherics were a welcome antidote to the antiseptic, rawly mercantile aspects of the cineplex, where you can be certain, upon ordering a $4.75 medium popcorn, to be pitched a large by a diffident teenager whose knowledge of film may begin and end with \u003cem>Twilight\u003c/em>.\u003c!--more-->\u003c/p>\n\u003cfigure id=\"attachment_35183\" class=\"wp-caption alignleft\" style=\"max-width: 250px\">\u003ca href=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/07/RedVic2Sm.jpg\">\u003cimg loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-35183\" title=\"RedVic2Sm\" src=\"http://ww2.kqed.org/news/wp-content/uploads/sites/10/2011/07/RedVic2Sm.jpg\" alt=\"\" width=\"250\" height=\"166\">\u003c/a>\u003cfigcaption class=\"wp-caption-text\">Photo: Lindsey Graham-Jones, KQED\u003c/figcaption>\u003c/figure>\n\u003cp>So long Red Vic. The concluding thoughts of their new opinion letter state that:\u003c/p>\n\u003cp> \"Thus, in the case of a statute, such as AB1X 28, that has gone into immediate effect pursuant to Proposition 25, the proponent of a referendum measure would have 90 days to circulate a petition for signatures and submit the petition for certification, just as with any other statute. That would mean, if the Amazon tax referendum qualifies and this legal opinion is accurate, the law would be suspended for more than eight months until the June election... thus costing the state budget money on which it's counting.\u003c/p>\n\u003cp>Democrats, who argued the cancellation of the February primary would save the state money, may now not be so thrilled. The limit is set by Congress, and till now has been a rather routine affair, for the most part. But the current Republican caucus is balking at the automatic hike, and according to the Treasury Dept, come August the U.S. could actually start defaulting on its ample debt, an unprecedented occurrence that many analysts say would result in a global financial cataclysm. Here's just one take from the \u003ca href=\"http://blogs.reuters.com/reuters-wealth/2011/07/15/debt-ceiling-dumber-no-safe-haven-for-your-money/\">Reuters Money blog\u003c/a> on Friday:\u003c/p>\n\u003cblockquote>\u003cp>A default on U.S. debt will make the 2008 debacle look like a Simpson’s episode. Interest rates will soar through the roof. Everything from mortgage rates to adjustable credit card financing will skyrocket. "content": "\u003cp>SAN FRANCISCO -- (AP) Amazon.com Inc. wants California voters to decide whether to overturn a new law that forces online retailers to collect sales taxes there.\u003c/p>\n\u003cp>A petition for a referendum was filed Friday with the state Attorney General's Office so that voters can decide on the requirement, which was included in a state budget signed into law in late June.\u003c/p>\n\u003cp>The new law forces online retailers to collect California sales taxes by expanding the definition of having a physical presence in the state. The requirement now kicks in if an online retailer has a related company, such as a marketing or product-development arm, or affiliates in the state — individuals and companies that earn commissions by referring visitors to Amazon from their websites.\u003c/p>\n\u003cp>Passage of the law, which is projected to help the state collect an additional $200 million annually, adds California to a growing list of states that have turned to such measures in hopes of bringing in more tax revenue. Its legislature passed a similar law in 2009, but then-Gov. Arnold Schwarzenegger vetoed it. \u003c!--more-->\u003c/p>\n\u003cp>Billions of dollars are at stake as a growing number of states look for ways to generate more revenue without violating a 1992 U.S. Supreme Court ruling that prohibits them from forcing businesses to collect sales taxes unless the business has a physical presence, such as a store, in that state. The board is responsible for collecting sales tax. \u003c/p>\n\u003cp>Earlier today an Amazon VP said the company does not intend on collecting the sales tax that newly passed California legislation requires it to starting tomorrow. But Yee said the state expects Amazon and other online retailers to comply with the law. If they don't, she said, the state will send them a bill for the tax at the end of the quarter. \u003c/p>\n\u003cp>Yee also said that the severing of ties with its California affiliates does not exempt Amazon from sales tax collection, as the law also establishes the tax obligation for businesses that own subsidiaries that may not be involved in the act of selling.
