Prop. 14 May Face Years of Legal Challenge
When California voters blew up their primary system this week by passing Proposition 14, they opened a legal can of worms. The measure means only the top two primary vote-getters, regardless of party affiliation, will advance to the general election. It's patterned after one in Washington State which is still in the courts six years after it passed.
