Minority farmers have long fought the U.S. Department of Agriculture, saying the agency routinely denied them farm loans because of racial discrimination. Now, the federal government is offering a $1.3 billion payout to settle some of those allegations, but Latino farmers, including many in California, say the proposal isn't fair.
