As the stalemate over a new state budget approaches the one-month mark, some real world effects are starting to kick in. Governor Schwarzenegger re-instituted furloughs three days a month for most state workers, beginning next week. And more than $1 billion in payments the state normally makes to vendors and schools are now being held back.
