Valley Regulators Mull Charging Drivers for Smog
The San Joaquin Valley has some of the worst air quality in the nation. So bad, in fact, that it's facing $29 million in federal fines for exceeding ozone limits. Regulators are meeting Thursday to consider a proposal that would impose a new fee on drivers to offset the cost.
