In a new report, the non-partisan health research foundation the Commonwealth Fund finds some 18 million people aged 50 to 64 will be eligible for new benefits under the new health care law. That includes many Californians: the uninsured rate for baby boomers here is far higher than the national average, in part because fewer employers offer health insurance.
