'Laura's Law' Implemented Slowly in California

California is one of only a handful of states where judges can order involuntary outpatient psychiatric treatment for people with serious mental illness. But while it's been fully implemented elsewhere, only two California counties have put into place what's known as Laura's Law. The law targets people who routinely go off their medications and end up in county hospitals or jails.
