By this time next week, we'll know whether Governor Jerry Brown has succeeded, or failed, in his most important test to date: a deal on the state's budget crisis. The governor needs bipartisan support on a budget plan in particular, so voters can decide in a special election whether to extend $11 billion worth of taxes soon to expire.
