State Budget Negotiations Drag On

When Gov. Jerry Brown took office in January, he set a very ambitious goal for himself and the Legislature: cut a deal to resolve the state budget deficit in 60 days, in order to place a tax measure on a special election ballot in June. But time is running out. Now, the veteran politician finds himself with bad options.
