Sharks aren't a problem in San Francisco Bay. But biologists say there are hundreds of other species that shouldn't be there, dumped into the water by cargo ships. In hopes of restoring native fish and wildlife, California adopted the strictest rules in the country to prevent more foreign species from getting into the bay. But will it work?
