American soldiers have been legally guaranteed medical treatment of war wounds since the Civil War, and treatment of "any medical condition" since 1998. But veterans are still fighting in the courts to get mental health care delivered in a timely fashion. Yesterday, the U.S. Ninth Circuit Court of Appeals threw the book at the Department of Veterans Affairs.
