This week some big changes to the state's welfare system kick in. They'll mean smaller checks for families, and the end of Cal Learn, a statewide program designed to help teen parents. Counties are scrambling to get ready, especially in the Central Valley, where teen pregnancy rates are much higher than the statewide average.
