The Department of Defense estimates some 19,000 members of the military are sexually assaulted or raped each year. But less than 10 percent of those incidents lead to prosecution. The Veterans Administration, under political pressure as a bill works its way through Congress, says it's trying to improve its claims process. But a recent VA report on sexual trauma in the military finds the problem is still largely unaddressed.
