New Budget Hits Hardest on Children, Disabled, Poor
The rollout of Governor Brown's budget plan started with a little chuckle. Somebody mistakenly uploaded it to a public website, forcing the governor to call a press conference several days ahead of schedule. But the spending plan he officially unveiled is no laughing matter.

Crime Rates Down in Many Cities
Conventional wisdom says crime is likely to surge in a weak economy. But violent crime rates have dropped in San Francisco, Fresno and Los Angeles. More effective law enforcement techniques may be responsible. However, homicides were up in cities including San Jose, Stockton, Vallejo and Richmond.
