State Budget Continues to Baffle Sacramento
Gov. Jerry Brown's new motto is that California is "on the mend." But when it comes to the state budget, the wounds are proving hard to heal. On Tuesday, Controller John Chiang told lawmakers the state's bank account will be overdrawn starting on March 1 without quick action.
