This spring, the Los Angeles County Museum of Art will unveil a new permanent art installation. It features a 340-ton boulder dug from a quarry in Jurupa Valley, California's most recently incorporated city. Transporting the boulder will take at least nine days. But those logistical challenges pale in comparison to the troubles faced by California's new cities.
