California's High-Speed Rail Authority has a new chairman. Dan Richard, a Brown appointee, is now the public face of the plan to build a train that would take riders from San Francisco to Los Angeles in less than three hours. He'll absorb the political heat over questions ranging from the project's $98 billion dollar price tag to its estimated ridership to whether we should go ahead with it at all.
