Progressives Woo Infrequent Voters

Political campaigns tend to ignore the more than four in 10 Californians who are new voters or who turn out only occasionally. But a new coalition of progressive groups is bucking the conventional wisdom of targeting reliable electoral participants by putting those who infrequently cast ballots at the core of its strategy.
