Gov. Brown: Homeowner Bill of Rights 'Long Overdue'
Governor Jerry Brown is expected to sign some of the nation's strongest homeowner protections after lawmakers sent a pair of bills fiercely fought for by the attorney general and consumer advocates to his desk. Brown hadn't said anything about the fight before, but he issued a statement after the vote, saying the legislation establishes consumer protections that are "long overdue."

Freeway 'Cap' Parks to Bloom Anew
If you're an urban planner, freeways can look like a lot of wasted space. All that acreage serving just one purpose -- unless you install "cap parks." Like the name implies, these parks cover freeways like a cap, providing the local community a space to play just above the madding crowds below. The concept dates back to the 1970s, but proposals for new cap parks are popping up across Southern California.
