Governor Jerry Brown signed the Homeowner Bill of Rights into law on Wednesday, making California home to some of the toughest protections in the country after years of lagging behind other states. He said the new law should also make it easier for homeowners struggling to renegotiate their mortgages once it takes effect in January.
