A fire at the Chevron refinery on the east side of San Francisco Bay sent a plume of smoke high above the city of Richmond -- and sent hundreds of residents to emergency rooms with breathing problems and other health issues. Neighbors wonder if the compensation they may receive will really help, and if another accident is just around the corner.
