As Black Rock City begins its yearly rise from the desert, we get a peek at one of this year's installations: a food-focused virtual neighborhood reminiscent of New Orleans' French Quarter. We talk with some of the organizers of the Black Rock French Quarter, and with two San Francisco chefs about an epic meal they plan to serve to about 40 of the French Quarter's core volunteers.
