Is Prop. 40 the Strangest Ballot Measure Ever?
There's a lot to be confused about in California's November election: mysterious funding, complicated language, unclear outcomes. And then there's Proposition 40. The so-called "orphan measure" has been abandoned by the people who put it on the ballot. And because it's a referendum, voting "yes" supports the status quo, voting "no" changes it.
