The board of California's stem cell research funding agency is riddled with conflicts of interest that threaten its credibility. That's according to a new report from independent experts.

Oakland Agrees to Outside Control of Police Dept.
The city of Oakland has made a new deal to avoid a federal takeover of its police department. Presuming a federal judge approves the agreement, Oakland's next job will be to hire an independent "compliance director" who will have authority to, among other things, fire Oakland's police chief.
