A Los Angeles County jury convicted five of six former city council members of stealing from the city of Bell -- but they deadlocked on nearly half the counts of municipal corruption. The only defendant to win full acquittal was Luis Artiga, who faced 12 counts for serving on phantom city boards to boost his salary.
