A panel of federal judges is ordering Gov. Brown to release more than 9,000 state prison inmates by the end of the year. What's more, the judges are telling Brown he can ignore state or local laws in order to reach that goal. The battle between the governor and federal judges over prison overcrowding is growing increasingly nasty.
