The head of California's Corrections Department is using the unveiling of a brand-new medical facility to say federal judges are dead wrong about the quality of health care in the state?s prisons. The dedication of the facility in Stockton comes a week after federal judges ordered the state to take immediate action to relieve prison overcrowding.
