Tuesday, Oakland's City Council considers moving forward with a project to link surveillance cameras, license-plate readers and other data into a unified "situational awareness" tool for local and regional law enforcement. The Port of Oakland is already doing it. But does the proposal constitute a crime-fighting solution, or is it a classic example of mission creep?
