San Diego Mayor Bob Filner has given no signs he intends to resign over multiple allegations of sexual harassment. After a short stint in therapy, Filner is expected to return to work Friday. The scandal has jolted San Diegans, who can't decide what they find more disturbing: the unsavory accusations, or what appears to be the silence of those who knew about the behavior and did nothing.
