Last month, Gov. Brown declared a state of emergency for San Francisco because of the Rim Fire's encroachment on an area around the Hetch Hetchy reservoir. Planes have dumped more than 2 million gallons of fire retardant nearby. Still, utility officials say there's no reason to worry.
