A thought-provoking anti-war sculpture in Santa Monica's civic center built in 1991 is at the center of controversy. It's called Chain Reaction -- and its 5 1/2 tons of fiberglass and steel are beginning to rust. City officials say they don't have several hundred thousand dollars to restore it.
