Tani Cantil-Sakauye, chief justice of the California Supreme Court, called on the state Legislature on Tuesday to spend far more on the judicial branch than Governor Brown recommends in his new budget plan. Cantil-Sakauye says years of deep budget cuts have left California "rationing justice," forcing the closure of 51 courthouses since 2008.
