Governor Jerry Brown is gearing up to tussle with state lawmakers over future budgets. Revenues are rolling in over projections, and there are a lot of competing ideas as to how much of the surplus to salt away for a rainy day. On Thursday, the Legislature convened in special session to consider Gov. Brown's plans for an enhanced state budget reserve fund.
