California revenues exceeded projections through March 31 by $1.3 billion, making it very hard for state lawmakers negotiating next year's budget to think in terms of restraint -- even if they know how heavily dependent the state's income is on its wealthiest citizens. Governor Jerry Brown popped up before the Assembly Budget Committee in Sacramento Monday to lobby for his plan to pay off debt and save for that proverbial "rainy day."
