California Prisons Begin Use-of-Force Reforms for Mentally Ill Inmates
California is under a federal court order to change what one judge called "horrific" practices for handling mentally ill inmates. A new reform plan by the Department of Corrections establishes limits on when and how correctional officers can physically force uncooperative inmates to leave their cells or comply with orders.
