Tuesday is Election Day, and next week also marks the 20th anniversary of a ballot measure that left a profound mark on California. In 1994 voters overwhelmingly passed Proposition 187. It was a kind of citizens' revolt over illegal immigration. To understand why Prop. 187 struck such a cord 20 years ago, you have to know what was happening in California back then.
