A federal judge in Texas has ordered a halt to President Obama's executive action on immigration, which would have protected up to five million undocumented immigrants from deportation and issued work permits. The halt is temporary, pending an appeal. But in the meantime, millions of undocumented immigrants continue living in a sort of legal purgatory.
