After years of taking a tough-on-crime stance, Californians decided to pass Prop. 47, a package of sentencing reforms aimed at shrinking the prison population. Those reforms included the reduction of drug possession to a misdemeanor offense. But the shift has put one of the most effective drug addiction treatment programs in history at risk.
