Seismologists say a massive earthquake could severely impair Southern California's water pipes. In Japan, that's less of a concern. It has pipes with flexible joints that have protected the water system from earthquakes for more than 40 years. In Los Angeles's San Fernando Valley, one engineer has spent more than a decade trying to give those pipes a try.
