Earlier this month, Gov. Jerry Brown issued an historic order mandating that the state cut its water use by 25 percent. That's not an across-the-board cut. While water hogging cities will have to cut their water use by as much as 36 percent, water super-savers like Santa Cruz may barely see any cuts.
